MEETING OF : CITY COUNCIL AND MUNICIPAL WATER DISTRICT

CALL TO ORDER: MayodPresident Lewis called the Meeting to order at 7:17 p.m.
ROLL CALL: The following Members were present:
Present: Lewis, Kulchin, Finnila, Nygaard and Hall.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Mayor Pro TemNice President Kulchin, Minutes of the following meetings
were unanimously approved as presented, with Council MemberIBoard Member Nygaard
abstaining from approval of the September IO, 2002 minutes and Mayor Pro TemNice
President Kulchin abstaining from approval of the September 17, 2002 minutes due to their
absence:

DEPARTMENTAL AND EXECUTIVE MANAGER REPORT:
11. AB #16,987 -AWARD OF CONSTRUCTION CONTRACT FOR RANCHO SANTA
FE ROAD REALIGNMENT AND WIDENING.
Carrie Loya-Smalley, Senior Civil Engineer, presented the staff report. She also made a
Power Point Presentation, on file in the City Clerkâs Office. She explained that the
realignment and widening of Rancho Santa Fe Road would be used by development
projects in San Marcos and Carlsbad. Ms. Loya-Smalley said that Rancho Santa Fe is a
significantly important regional road.
ACTION: On a motion by Mayor Pro Tem KulchinNice President, Council
adopted RESOLUTION NO. 2002-343, Accepting Bids and Awarding
the Construction Contract for Bids for Rancho Santa Fe Road
Realignment and Widening, Phase 1, Project Nos. 31 90 and 3887;
and,

The Board adopted RESOLUTION NO. 1173, Accepting Bids and
Awarding the Construction Contract for Bids for Rancho Santa Fe Road
Realignment and Widening, Phase 1, Project Nos. 31 90 and 3887.
AYES: Lewis, Kulchin, Finnila, Nygaard and Hall,
NOES: None.
