MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: December 3,2002
TIME OF MEETING: 4:OO p.m. PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:OO p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Kulchin, Finnila, Nygaard and Hall.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEMS: None.
CLOSED SESSION:
1. GOVERNMENT CODE SECTION 54957.6 - (Conference with Labor Negotiators) To
discuss employer-employee relations, salaries, salary schedules and compensation in
the form of fringe benefits with designated staff as labor negotiators (Frank Mannen,
Assistant City Manager; Jim Elliott, Administrative Services Director; Julie Clark,
Human Resources Director; Debbie Porter, Management Analyst; and, Dan Cassidy,
Esq.), regarding employees represented by CCEA. If circumstances necessitate the
absence of a specified designated representative, an agent or designee may
participate in place of the absent representative so long as the name of the agent or
designee is announced at an open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.9(a) - (Conference with Legal Counsel
Regarding Existing Litigation) To discuss Hatcher v. Citv of Oceanside; Oceanside
Citv Council; City of San Marcos; San Marcos Citv Council: Citv of Vista; Vista
Citv Council: City of Encinitas: Encinitas Citv Council: Citv of Carlsbad;
Carlsbad Citv Council; Countv of San Dieno; San Dieao Countv Board of
Sulpervisors, et a/., Case No. GIC782067.
Council reconvened at 4:45 p.m. with all Council Members present. Mayor Lewis announced
that Council had heard the information and instructed staff and the attorney regarding the
items.
ADJOURNMENT:
By proper motion, the Special Meeting of December 3, 2002 was adjourned at 4:45 p.m.
