MEETING OF : CITY COUNCIL (Special Meeting)
DATE OF MEETING: DECEMBER 17,2002
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Special Meeting to order at 4:30 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Finnila, Kulchin, Hall and Packard.
Absent: None.
CLOSED SESSION:
Council recessed into Closed Session at 4:30 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6 - (Conference with Labor Negotiators) To
discuss employer-employee relations, salaries, salary schedules and compensation in the
form of fringe benefits with designated staff as labor negotiators (Frank Mannen,
Assistant City Manager; Jim Elliott, Administrative Services Director; Julie Clark, Human
Resources Director; Lisa Hildabrand, Finance Director, Debbie Porter, Management
Analyst; and, Dan Cassidy, Esq.), regarding employees represented by CCEA. If
circumstances necessitate the absence of a specified designated representative, an
agent or designee may participate in place of the absent representative so long as the
name of the agent or designee is announced at an open session held prior to the closed
session.

GOVERNMENT CODE SECTION 54956.8 - To instruct the City’s negotiators
(Community Development Director Sandra Holder, and Economic Development Manager
Cynthia Haas) regarding price, terms of payment or both for the acquisition or potential
acquisition of real property generally identified as:
Property owned by Edward and Paula Pfeiffer Revocable Trust
Vacant lot located on Stratford Lane
Negotiator: Edward Zorn

GOVERNMENT CODE SECTION 54956.9(a) - To discuss pending litigation as follows:
AT&T Wireless Service v. City of Carlsbad, Case No. 01 CV 2045 JM (JFS).
If circumstances necessitate the absence of a specified designated representative, an
agent or designee may participate in place of the absent representative so long as the
name of the agent or designee is announced at an open session held prior to the closed
session.

Council reconvened at 5:55 p.m. with all Members present. Mayor Lewis announced that
Council had heard the information and instructed staff and the attorney regarding the items.
Mayor Lewis also announced that discussion of the following Closed Session Item would be
continued tomorrow during the City Council Study Session at the Beach Terrace Inn, 2775
Ocean Street, Carlsbad:
