HomeMy WebLinkAbout2002-12-18; City Council; MinutesMINUTES SPECIAL MEETING OF: CITY COUNCIL STUDY SESSION DATE OF MEETING: December 18,2002 TIME OF MEETING: 8:OO a.m. - 1:00 p.m. PLACE OF MEETING: Beach Terrace Inn 2775 Ocean Street Carlsbad, CA 92008 The Special Meeting was called to order by the Mayor at 8:17 a.m. All Council Members were present as well as the City Manager, the City Attorney and Deputy City Attorney McMahon. The Mayor began a discussion of City Council protocols and it continued through a working breakfast. Deputy City Attorney McMahon left the meeting at 9:00 a.m. to attend to other City business. The Mayor called for a recess at 9:37 a.m. and the Council reconvened at 9:45 a.m. to begin its discussion of Council efficiency and effectiveness including the impact of regional assignments with regard to contact with other City Council Members. The Council also discussed its decision making and policy making roles and how best to serve the community and its citizens including effective methods for feedback. The Council then entertained a discussion of the opportunities for improvement including the use of the chain of command and communications procedures. The Council then entertained a discussion of the roles of the City Manager and City Attorney in the Council goal setting process and continued with its discussion of the efficiency and effectiveness in the delivery of City processes and services. The Council continued its discussion through a working lunch including a further discussion of regional roles and responsibilities and the guidance offered by the annually adopted City Council Legislative Platform. The Mayor then called for a closed session pursuant to Government Code section 54956.9(a) regarding the pending case entitled AT&T Wireless Service v. City of Carlsbad, Case No. 01 CV 2045 JM (JFS) pending before the San Diego Federal District Court and which was continued from the special meeting of December 17, 2002 and noticed and posted in the Order of Adjournment of the special meeting of December 17, 2002. Following a discussion in closed session in which the City Council directed the City Attorney regarding its position in the litigation, the City Council reconvened at 1:00 p.m. It continued its discussion of Council effectiveness including the impact of regional assignments, its decision making and policy making roles and serving the community and its citizens through effective methods of feedback and directed the City Manager to schedule and the City Attorney to notice a future workshop for January 27 and January 28, 2003. There being no public comment, the Mayor thanked all in attendance for their complete participation and productive discussion in this meeting and adjourned the Special Council Meeting at 1 :34 p.m. mectfully submitted, RONALD R.
