SPECIAL MEETING OF: CITY COUNCIL STUDY SESSION DATE OF MEETING: February 19,2003
TIME OF MEETING: 11 :00 a.m. - 1 :00 p.m. PLACE OF MEETING: Faradav Center
The Mayor called the meeting to order at 11 :07 a.m. All Council Members were
present as well as the City Manager and the City Attorney.
The Mayor then adjourned to closed session to discuss pending litigation pursuant to
Government Code section !54956.9(a) in the case of City of Vista v. City of Carlsbad,
Case No. GIC800037. The Council reconvened at 12:22 p.m. and the Mayor
announced that the closed session had taken place and that the Council issued
instructions to the City Attorney for further handling of this case.
The Council then continued working through lunch and discussed and adopted its Five
Year Vision Statement which is attached to these minutes.
The Mayor then called for reports from council members on their regional roles and
assignments. Mayor Pro Tem Finnila discussed the proposed “Integrated Regional
Infrastructure Strategy’’ which is being considered by SANDAG and includes criteria for
important elements of infrastructure in the region for the next 20 years including
financing strategies for such infrastructure. Mayor Pro Tem Finnila also reported on the
status of Automated Regional Justice Information System (“ARJIS”) and including the
City of San Diego’s participation and pointing out Carlsbad’s participation in the system
and the fact that it has relied historically on the information provided by this criminal
justice information system. Council Member Kulchin reported on American Coastal
Coalition activities and its upcoming meeting in Washington, D.C.
There were no further reports and no public comments.
The Mayor thanked everyone for their full and complete participation in the meeting and
adjourned it at 1 :04 p.m.
