HomeMy WebLinkAbout2003-03-17; City Council; MinutesMINUTES MEETING OF : DATES OF MEETING: TIMES OF MEETING: CITY COUNCIL (Special Meeting) CONNECTING COMMUNITY, PLACE & SPIRIT LEARNING CONFERENCE March 17,18 and 19,2003 March 17,2003 from 530 p.m. to 7:30 p.m. March 18,2003 from 8:00 a.m. to 500 p.m. March 19,2003 from 8:OO a.m. to 500 p.m. PLACE OF MEETING: 5815 El Camino Real, Carlsbad, California CALL TO ORDER: The reception began at 530 p.m. on March 17, 2003 and all Council Members were present. There was no public comment. Mayor Lewis, Mayor Pro Tem Finnila, Council Members Packard, Kulchin and Hall, City Manager Ray Patchett, and Consultant Peter Block welcomed the invites to the Connecting Community, Place and Spirit Learning Conference. City Manager Ray Patchett and Consultant Peter Block spoke about the goals of the conference and the agenda for the next two days. At 7:30 p.m. the meeting was adjourned. The Mayor reconvened the session at 8:00 a.m. on March 18, 2003. In addition to the Mayor, all four Council Members were present. There was no public comment. At 8:15 a.m. the Carlsbad High School Chamber singers sang for the assembled session. At 850 a.m. John McKnight, introduced by Council Member Matt Hall, spoke to the group regarding the concepts of “Community” and “Associations”. At 955 a.m. there was a break. At 10:05 a.m. the Session broke into smaller groups to discuss the concepts of inclusion, association, vision, citizen empowerment, civic engagement and neighborhoods. At 12:15 p.m. the attendees had lunch. At 1:15 p.m. the session began with Urban Planner Michael Freedman, introduced by Mayor Pro Tem Finnila. Mr. Freedman spoke on the topic of “Place”. At 2:20 p.m. the session broke out into smaller groups to discuss the topics of place, vision, services, civic and community space, and connection. At 2:25 p.m. there was a break. At 2:35 p.m. the discussion continued. At 4:30 p.m. Peter Block, Michael Freedman, John McKnight and Peter Koestenbaum reflected on the day’s discussions. At 500 p.m. the meeting was adjourned. The meeting was reconvened at 8:OO a.m., March 19, 2003, with the Mayor and all four Council Members present. There was no public comment. At 8:15 a.m. Council Member Packard introduced Marney Cox, economist with the San Diego Association of Governments (SANDAG) who spoke about the regional economy. There was a break at 9: 15 a.m. and at 9:30 a.m. Council Member Kulchin introduced philosopher Peter Koestenbaum. Dr. Koestenbaum spoke about community spirit and personal freedom and accountability. After the presentation the session broke into smaller groups and discussed vision, courage, ethics, humanities and reality. At 12:15 p.m. the group broke for lunch. At 1:15 p.m. the group returned from lunch and viewed many illustrations that had been drawn during the conference. The session broke into small groups at 2:15 p.m. to discuss new thinking, design principles, measurement, the process, and our internal gifts. At 3:30 p.m. Peter Block spoke to the group regarding connection. Council and City Manager Ray Patchett thanked all the participants. Mr. Patchett commended the many teams that made the conference a success. March 17,18,19 2003 Special Council Meeting At 4:30 p.m. the conference and the special meeting was adjourned.
