CITY COUNCIL STUDY SESSION
July 16, 2003 11:OO a.m. - 1:00 p.m.
The Mayor convened the meeting at 11:04 a.m. All Council Members were present as well
as the City Manager, the City Attorney, and staff.
The Mayor called for a discussion of the strategies for the production, distribution and
delivery of water and water related services by public or private entities and other related
water issues. The Council entertained a staff report presented by Administrative Services
Director Elliott and Planning Director Holzmiller. The Mayor appointed himself and Council
Member Hall as an ad hoc subcommittee to assist in negotiations with the public and private
entities proposing desalination facilities.
The Council continued discussions during lunch and the Mayor called for a discussion of the
funding requirements under Carlsbad Municipal Code Chapter 2.1 8. Council Member
Kulchin introduced the concept to expand the definition of projects eligible for appropriation to
include “other tangible things” and directed the City Manager through the Arts Director to
begin the process of amending the Arts Element of the General Plan and the implementing
ordinance to incorporate this concept.
The Council received a staff report from the Planning Director regarding compact parking
standards and after discussion determined not to take any action on this item at this time.
The Mayor then called for a discussion of Planning Commission communications regarding
parking standards and in-fill development. Planning Director Holzmiller presented a staff
report on these items and the Council directed the City Manager through the Planning
Director to study and make a report and recommendations to the City Council through the
Planning Commission on early and enhanced citizen involvement for small in-fill subdivisions.
The Mayor then called for reports on Council Members’ regional roles and assignments.
Council Member Hall reported that the Encina Wastewater Authority is considering the
leasing of vacant land south of its existing facilities for private commercial use. The City
Attorney explained that a private commercial use at this location would require discretionary
review and approvals from the City Council, Planning Commission or both.
Council Member Kulchin was excused at 1259 p.m. The Mayor called for public comment
and there being none, thanked all for their full and complete participation and adjourned the
meeting at 1:Ol p.m.
