CALL TO ORDER: Mayor/President Lewis called the Joint Special Meeting to order at
6:25 p.m.
ROLL CALL: The following Members were present:

Absent: None.
Lewis, Finnila, Kulchin, Hall and Packard.
APPROVAL OF MINUTES:
On a motion by Mayor Pro TemNice President Finnila, minutes of the following
meetings were unanimously approved as presented (Council Member/Board Member
Kulchin abstained from approval of the October 7'h minutes due to her absence):
Minutes of the Special Meeting held September 16, 2003.
Minutes of the Special Meeting held October 7, 2003.
DEPARTMENT AND EXECUTIVE MANAGER REPORT:
5. AB #17.363 - CONSTRUCTION OF RANCHO SANTA FE ROAD NORTH,
PHASE 2. PROJECT NOS. 3907, 3887, 3923.
Carrie Loya-Smalley, Senior Civil Engineer, presented the staff report and made a
Power Point presentation (on file in the City Clerk's Office). She noted a correction on
the Power Point presentation and said that the total funding sources should be $20.4
million instead of $24 million.
ACTION: On a motion by Mayor Pro TemNice President Finnila, Council
adopted RESOLUTION NO. 203-289, adopting the plans and
specifications and authorizing advertisement for bids for
construction of Rancho Santa Fe Road North, Phase 2, Project
Nos. 3907, 3887 and 3923; and,
The Board adopted RESOLUTION NO. 1193, adopting the plans
and specifications and authorizing advertisement for bids for
construction of Rancho Santa Fe Road North, Phase 2, Project
Nos. 3907,3887 and 3923; and
AYES: - NOES: None.
