HomeMy WebLinkAbout2003-11-19; City Council; MinutesMINUTES SPECIAL MEETING OF: DATE OF MEETING: November 19,2003 TIME OF MEETING: PLACE OF MEETING: CITY COUNCIL STUDY SESSION 9:00 a.m. - 500 p.m. Farmers Building, Third Floor 5815 El Camino Real, Carlsbad The Mayor called the special meeting to order at 9:11 a.m. with Mayor Pro Tem Finnila and Council Members Kulchin, Hall and Packard being present. Also in attendance were the City Manager, the City Attorney, Administrative Services Director, Public Works Director, Police Chief, Community Development Director, Fire Chief, Community Services Director and Finance Director. Also in attendance were Joe Sterling of Sterling Insights, Inc. and Karen A. Dietz, Ph.D., Polaris Associates, LLC. The Mayor called on Mr. Sterling who introduced the day and outlined the work plan over the next few months with an explanation of scenario planning and influence diagrams. These diagrams would be used in future City Council workshops leading to the strategic planning workshop in January 2004. Mr. Sterling also introduced and discussed models of effectiveness and risk coupled with actual examples leading to applications to the City’s future scenarios in order to build a better corn m u n it y . The Mayor called for a recess at 10:12 a.m. and reconvened the special meeting at 10:24 a.m. Mr. Sterling continued discussion of models for futuring including discussion of trends and unpredictable and impactful events and explained the models of virtuous and vicious cycles and the effect of limiting or retarding conditions on those cycles. The Council then divided itself into teams for further discussions of the areas of individual quality of life expectations, prosperity including fiscal health and commercial attractiveness. Thereafter, each individual team prepared a report and entertained a discussion on these areas. The Mayor called for lunch at 12:25 p.m. and reconvened the special meeting at 1:18 p.m. Mr. Sterling continued with a discussion of systems used to plan for various future scenarios and asked for a determination of the critical ones that had been discussed throughout the day. Areas identified included the business climate, the high service levels requiring a fiscally sound budget and a land use plan that would support those items in the long run. The Council continued its discussions of business climate, commercial attractiveness, local government confidence, trust and stability with examples and suggestions of possible improvements. Mr. Sterling then called for a discussion of systems and indicators that would lead to early analysis for desirable futures. The Finance Director reported that she would begin work on a model or models to provide that information for the City Council for future discussion and analysis. The Council concluded this portion of its discussions and the Mayor called on Council Member Kulchin who called for a moment of silence in recognition of the life of Margaret Brownley who contributed immensely to the good of Carlsbad. The Mayor then called for a recess at 3:04 p.m. and the special meeting was resumed at 3:20 p.m. Mr. Sterling then continued a discussion of the service level delivery and the confidence level in future economic outcomes with the aid of several additional models for Council discussion. Council Member Kulchin was excused at 359 p.m. The Council continued its discussion and summarized their work product of the day. There being no public comment, the Mayor thanks everyone for their complete and thorough participation and adjourned the meeting at 4:40 p.m. pqectfu I I y submitted , RONALD R.
