CALL TO ORDER: Mayor/President Lewis called the Joint Special Meeting to order at
11 :30 p.m.
ROLL CALL: The following Members were present:

Absent: None.
Lewis, Finnila, Kulchin, Hall and Packard.
APPROVAL OF MINUTES:
On a motion by Mayor Pro TemNice President Finnila, minutes of the following
meetings were unanimously approved as presented:
Minutes of the Joint Special Meeting held November 18, 2003.
CONSENT CALENDAR:
ACTION: On a motion by Mayor Pro TemNice President Finnila,
CouncWBoard affirmed the action of the Consent Calendar, Item
#I 9, as follows:

WAIVER OF ORDINANCE TEXT READING:
The reading was waived of the text of all Ordinances and Resolutions at this Meeting.
19.AB #17,425 - ENCINA BASIN WATER RECLAMATION PROGRAM, PHASE II
PROJECT, PROJECT NOS. 3887-A AND 3667.
Council adopted RESOLUTION NO. 2003-344, accepting bids and awarding the
contract to FCI Constructors for the construction of the Carlsbad Water
Recycling Facility Pipeline to “D” Tanks Reaches 1 & 3, for the Encina Basin
Water Reclamation program, Phase II Project, Project Nos. 3887-A and 3667;
and,

The Board adopted RESOLUTION NO. 1198, accepting bids and awarding the
contract to FCI Constructors for the construction of the Carlsbad Water
Recycling Facility Pipeline to “D” Tanks Reaches 1 & 3, for the Encina Basin
Water Reclamation program, Phase II Project, Project Nos. 3887-A and 3667.
