CALL TO ORDER: Mayor Lewis called the Special Meeting to order at 4:30 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present:
Absent: None.
Lewis, Finnila, Kulchin, Hall and Packard.
CLOSED SESSION:
Council recessed into Closed Session at 4:30 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956(al- To discuss pending litigation
City of Carlsbad v. Parkway Nursery, Case No. GIN 024807-1.
2. GOVERNMENT CODE SECTION 54956.8 - To instruct its negotiators, Cliff
Lange, Library Director; Deborah Fountain, Housing & Redevelopment Director;
and, Cynthia Haas, Economic Development Director, regarding price, terms of
payment or both for the acquisition or potential acquisition of real property
generally located and generally identified as:

If circumstances necessitate the absence of a specified designated
representative, an agent or designee may participate in place of the absent
representative so long as the name of the agent or designee is announced at an
open session held prior to the closed session.
3. GOVERNMENT CODE SECTION 54956.9(a) - To discuss anticipated litigation
regarding the City of Vista v. City of Carlsbad, Case No. GIN800037.
Council reconvened at 550 p.m. with all members present. Mayor Lewis announced
that Council had heard the information and instructed staff and the attorney regarding
the items.

ADJOURNMENT:
By proper motion, the Special Meeting of December 16, 2003, was adjourned at 550
p.m.
