CALL TO ORDER: Mayor Lewis called the Meeting to order at 504 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present:
Absent: None.
Lewis, Finnila, Kulchin, Hall and Packard.
CLOSED SESSION:
Council adjourned into Closed Session at 504 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9la) - To instruct its negotiators
(Cliff Lange, Library Director, Frank Mannen, Assistant City Manager, Cynthia
Haas, Economic Development Director, regarding price, terms of payment or both for the acquisition or potential acquisition of real property generally
located and generally identified as:
Property Owner: Carlsbad Girls Club
Address: 3368 Eureka Place
Negotiator: Chairman of the Board of Directors
GOVERNMENT CODE SECTION 54956.9(b)(11- To discuss threatened
litigation regarding a contract dispute with P & D Consultants arising from the design work on Aviara Community Park project.

Council reconvened at 6:OO p.m. with all members present. Mayor Lewis
announced that Council had heard the information and instructed staff and the
attorney regarding the items.
ADJOURNMENT:
By proper motion, the Special Meeting of February 17, 2004 was adjourned at
6:OO p.m.
