HomeMy WebLinkAbout2004-12-07; City Council; Minutes (4)MINUTES JOINT MEETING OF : THE CITY OF CARLSBAD CITY COUNCIL AND HOUSING AND REDEVELOPMENT COMMISSION (Joint Special Meeting) DATE OF MEETING: December 7,2004 TIME OF MEETING: 6:OO p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: MayorIChair Lewis called the Joint Special Meeting to order at 7:27 p.m. ROLL CALL: Present: Absent: None CounciKommission Members Lewis, Finnila, Kulchin, Hall, Packard APPROVAL OF MINUTES: Mayor Pro TemNice Chair Finnila abstained from approval of the minutes of the Special Meeting held July 13, 2004 due to the fact she was absent from the meeting. On a motion by Mayor Pro TemNice Chair Finnila, minutes of the following meetings were approved as presented: Minutes of the Joint Special Meeting held June 22, 2004. Minutes of the Special Meeting held July 13, 2004. (Finnila - Abstain) Minutes of the Joint Special Meeting held August 3, 2004. CONSENT CALENDAR: Item No. 15 was pulled for discussion. WAIVER OF ORDINANCE TEXT READING: The CounciIKommission waived the reading of the text of all ordinances and resolutions at this meeting. 15.AB #17,913 - 2004-05 BUDGET AMENDMENTS FOR ESTIMATED REVENUES AND AUTHORIZING PAYMENTS TO THE EDUCATION REVENUE AUGMENTATION FUND (EMF). As requested by CounciVCommission Member Hall, Lisa Hildabrand, Finance Director gave a brief staff report summarizing the budgetary impacts of the State’s budget and the recently passed Proposition 1A on Carlsbad. December 7,2004 JOINT MEETING OF THE CARLSBAD CITY COUNCIL AND THE HOUSING AND REDEVELOPMENT COMMISSION Page 2 Ms. Hildabrand explained how Carlsbad’s revenue sources would be shifting as a result of Proposition IA. The three major shifts hi-lighted were: 1. Vehicle License Fees for Property Tax 2. Triple Flip . Shifts approximately 25% of sales taxes into property tax. 3. Education Revenue Augmentation Fund Three (ERAF3) . The State will be taking $1.8 million from the General Fund as well as approximately $200,000 from the Redevelopment Agency in order to fill the deficit at the State budget level. Council/Commission Member Hall, confirmed with staff that the interest loss was not calculated into the figures provided by Ms. Hildabrand. Council/Commission Member Packard thanked staff for their foresight and advance planning in regards to the effects of the State’s budget on Carlsbad. ACTION: On motion by CounciKommission Member Hall, CounciKommission adopted City Council RESOLUTION NO. 2004-389, amending the estimated revenues as adopted in the 2004-05 budget; and The CounciVCommission adopted Housing and Redevelopment RESOLUTION NO. 389, authorizing payments to the Education Revenue Augmentation Fund (ERAF) as directed by the State of California.
