HOUSING AND REDEVELOPMENT COMMISSION

CALL TO ORDER: Mayor/Chair Lewis called the Joint Special Meeting to order at 6:52 p.m.

Item No. 11 was pulled for discussion.
WAIVER OF ORDINANCE TEXT READING:
The Council/Commission waived the reading of the text of all ordinances and
resolutions at this meeting.
I1 .AB #18,025 -APPROVAL OF CITY FINANCIAL ASSISTANCE FOR THE
CARLSBAD FAMILY HOUSlNG/CASSIA HEIGHTS AFFORDABLE HOUSING
PROJECT - SDP 02-13.
Mayor Pro TemNice Chair Hall asked that Housing and Redevelopment Director
Debbie Fountain explain the deposit amount referenced in a letter from Affirmed
Housing Group dated March 14, 2005 (on file in the Office of the City Clerk).
Ms. Fountain stated that the owner was asking for an increase of deposits from $5,000
to $7,500 per month until escrow closes. Ms. Fountain explained that the Developer,
Affirmed Housing Group agreed to pay the additional $2,500 per month and that the
City would continue to pay $5,000 per month until the close of escrow.
Jim Silvewvood, President of Affirmed Housing Group came forward to confirm that his
company would pay the additional $2,500 per month.
ACTION: On motion by Mayor Pro TemNice Chair Hall, the CounciVCommission
adopted adopted City Council RESOLUTION NO. 2005-073, approving
a request to provide financial assistance to El Camino Family Housing
Partners, LLC with a loan from CDBG, HOME, and Redevelopment
Agency Housing Set-Aside Funds, and approving the related loan and
other documents for construction of 56 affordable apartment units,
located on the southeast corner of El Camino Real and Cassia Road;
and

Adopted City Council RESOLUTION NO. 2005-074, approving the
Assignment of a Real Estate Contract Purchase from Affirmed
Housing Group for property consisting of approximately 2.63 acres
located at El Camino Real and Cassia Street, Assessor Parcel 215-
021-06; and
Adopted Housing and Redevelopment Commission RESOLUTION
NO. 391 , appropriating funding from Redevelopment Agency
Housing Set-Aside Funds to assist in providing financial assistance
to El Camino Family Housing Partners for construction of fifty six
(56) affordable apartment units within the southeast quadrant of the
City of Carlsbad, and outside the Redevelopment Project Areas,
and authorizing execution of subsequent subordination documents.
