HomeMy WebLinkAbout2005-09-13; City Council; Minutes (3)MINUTES JOINT MEETING OF: THE CITY OF CARLSBAD CITY COUNCIL AND HOUSING AND REDEVELOPMENT COMMISSION (Joint Special Meeting) DATE OF MEETING: September 13,2005 TIME OF MEETING: 6:OO p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: MayOKhair Lewis called the Joint Special Meeting to order at 6:36 p.m. ROLL CALL: Present: Council/Commission Members Lewis, Hall, Kulchin, Packard, Sigafoose Absent: None APPROVAL OF MINUTES: (Commissioners Only) On a motion by Vice Chair Hall, minutes of the following meeting were approved as presented: Minutes of the Joint Special Meeting held on August 9, 2005. PUBLIC HEARING: (This item was continued from the meeting of August 9, 2005). FOR THE ROOSEVELT STREET AFFORDABLE APARTMENT DEVELOPMENT. 1 I .AB #18,236 - APPROVAL OF FINANCIAL ASSISTANCE AND RELATED DOCUMENTS Housing and Redevelopment Director Debbie Fountain presented the staff report and reviewed a PowerPoint presentation (on file in the office of the City Clerk). Ms. Fountain hi-lighted various details regarding the project such as location, financing and project alternatives. In response to an inquiry from Council/Commission Member Packard, Ms. Fountain explained that the highest previous affordable housing subsidy amount was $70,000. Mayor Pro TemNice Chair Hall asked that the record show the Council/Commission received a statement from the Housing and Redevelopment office outlining Action One and Action Two of staffs revised recommendation (on file in the office of the City Clerk). In response to an inquiry from CounciKommission Member Sigafoose, Ms. Fountain confirmed that staff would return to Council/Commission as soon as the new project re-design documents are ready. Mayor/Chair Lewis opened the duly noticed Public Hearing at 650 p.m. Seeing no one wishing to speak MayOKhair Lewis closed the hearing at 650 p.m. September 13,2005 JOINT MEETING OF THE CARLSBAD CITY COUNCIL AND THE HOUSING AND REDEVELOPMENT COMMISSION Page 2 Mayor/Chair Lewis confirmed with staff that the proposed project would meet the requirements in the Village area for very low-income housing. ACTION: On a motion by Mayor Pro TemNice Chair Hall, the CounciKommission denied the appropriation of financial assistance and related loan documents for the Roosevelt Street Affordable Apartment Project, and directed the Housing and Redevelopment Director to pursue redesign of the project and to return at a later date with appropriate legal documents to allow for funding and construction of 11 condominiums on the Roosevelt Street property affordable to households at 50% of the Area Median Income; and, Staff was directed to work with an affordable housing developer that will produce this housing in the most cost effective manner with the lowest possible subsidy requirement from the City of Carlsbad. AYES: NOES: None Lewis, Hall, Kulchin, Packard, Sigafoose and ACTION: On a motion by Mayor Pro TemNice Chair Hall, the CounciVCommission directed Staff to return with the appropriate documents to approve the proposed Roosevelt Street Condominiums as a Combined Project under the City’s lnclusionary Housing Ordinance and allow for the Carlsbad Redevelopment Agency to sell housing credits within the project to private housing developers within the Northwest Quadrant to satisfy their inclusionary housing obligations; and, Staff was instructed to return said documents to the Council and Commission upon completion of negotiations with the appropriate developer to convert the affordable housing project to condominiums; and, that the actual subsidy ultimately approved by the Council and Commission shall be used to determine the price for said housing credits.
