CALL TO ORDER: MayorlPresidentlChair Lewis called the Meeting to order at 6:29 p.m.

DEPARTMENTAL REPORT:
6. AB #I 8.303 - UPDATE ON PROPOSED SEAWATER DESALINATION PROJECT.
Ken Weinberg and Jeff Garvey from the San Diego County Water Authority reviewed a presentation
(on file in the Office of the City Clerk) and gave a status update to the CouncillBoardlCommission on
the Regional Seawater Desalination Project at Encina.
In response to an inquiry from CounciIPresidentlChair Lewis, Mr. Garvey explained that the
proposed pipeline would not go through the middle of the City’s future golf course. Mr. Garvey
further explained that the pipeline would go around the golf course, adjacent to the golf course, or
under the golf course, and there would not be any open cutting of the golf course.
In response to an inquiry from CounciVBoardlCommission Member Packard, Mr. Garvey explained
that due to unstable geological conditions, the proposed pipeline path requires a major jog to the
south rather than coming straight across. Mr. Garvey also confirmed that the cost of diverting the
path of the pipeline would be less than actually going straight through the unstable geological
conditions.
In response to an inquiry from CounciI/Board/Commission Member Sigafoose, Mr. Garvey confirmed
that the on-line, operating date for the desalination project is projected to be in the year 201 1.
The CounciI/Board/Commission received the report and took no action.
