JOINT MEETING OF: THE CITY OF CARLSBAD CITY COUNCIL AND HOUSING AND
REDEVELOPMENT COMMISSION
(Joint Special Meeting)

CALL TO ORDER: Mayor/Chair Lewis called the Joint Special Meeting to order at 7:22 p.m.
ROLL CALL:
Present: Council/Commission Members Lewis, Hall, Kulchin, Packard, Sigafoose
Absent: None
APPROVAL OF MINUTES: (Commissioners Only)
On a motion by Vice Chair Hall, minutes of the following meeting were approved as presented:
Minutes of the Joint Special Meeting held October 11, 2005.
Minutes of the Special Meeting held October 25, 2005.
PUBLIC HEARING:
8. AB #18,337 - 2005 AMENDMENT TO THE SOUTH CARLSBAD COASTAL REDEVELOPMENT
PLAN.
Housing and Redevelopment Director Debbie Fountain presented the staff report and reviewed a
PowerPoint presentation (on file in the office of the City Clerk).
Ms. Fountain explained that the amendment before the Council/Commission would not approve the
permits for the Ponto Beachfront Village Vision Plan.
Mayor/Chair Lewis opened the duly noticed Public Hearing at 7:36 p.m.
Victor Ramirez, 71 10 Leward Street, speaking on behalf of the residents in the Ponto area, came
forward to address the CounciKommission. Mr. Ramirez thanked staff for clarification regarding the
proposed amendment’s impact to the Ponto Beachfront Village Vision Plan.
Dustin Johnston, 3981 Garfield, Carlsbad came forward to address Council.
Utilizing posters and handouts (on file in the office of the City Clerk), Mr. Johnston explained his
concerns relating to the possible development of the land known as the Carlsbad strawberry and
flower fields as a result of the proposed amendment to the South Carlsbad Coastal Redevelopment
Plan.
Seeing no one else wishing to speak Mayor/Chair Lewis closed the hearing at 7:44 p.m.

In response to an inquiry from Council/Commission Member Packard, Ms. Fountain confirmed that
the item before the CounciVCommission was more of a housekeeping item to bring everyone into the
developmental process.
City Attorney Ron Ball titled Ordinance No. NS-779.
ACT1 0 N : On a motion by Mayor Pro TemNice Chair Hall, the CounciKommission
adopted City Council RESOLUTION NO. 2005-333, accepting the Report to the
City Council on the proposed 2005 Amendment to the South Carlsbad Coastal
Redevelopment Plan, and adopting a finding that no additional environmental
review is required for the 2005 Amendment to the South Carlsbad Coastal
Redevelopment Plan; and,
The CounciKommission adopted Housing and Redevelopment Commission
RESOLUTION NO. 404, approving the Report to Council on the proposed 2005
Amendment to the South Carlsbad Coastal Redevelopment Plan and authorizing
its transmittal to the City Council for their consideration, and approving the 2005
Amendment to allow the Commission to issue Redevelopment Permits for all
public and private projects within the subject project area, and recommending
approval of the Ordinance to adopt said 2005 Amendment by the City Council;
and,
The Council/Commission introduced ORDINANCE NO. NS-779, approving the
2005 Amendment to the Redevelopment Plan for the South Carlsbad Coastal
Redevelopment Project to require issuance by the Commission of
redevelopment permits for all public and private projects within the subject
project area.
