HomeMy WebLinkAbout2005-11-28; City Council; MinutesSPECIAL MEETING: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CITY COUNCIL WORKSHOP November 28,2005 10:30 a.m. - approximately 4:30 p.m. 1635 Faraday Ave, Room 173A The Mayor called the meeting to order at 10:37 A.M. All Council Members were present as well as the City Manager, City Attorney and Organizational Effectiveness specialist Michele Tamayo. The Mayor introduced Michele Tamayo who explained that one of the primary purposes of this special workshop was to clarify priorities so the City Manager can direct staff appropriately. She overviewed the agenda for the day. She then led a discussion of the current realities and asked each Council Member to identify five top issues facing the City today. Following this identification, a Council discussion ensued and the top issues were summarized and categorized as follows: 0 Financial health 0 Traff ic/Circu lation/Growth 0 Open SpacelEnvironment 0 Communication between the Council and citizens 0 Regional growth and political issues 0 Community Center vision 0 Downtown redevelopment. Ms. Tamayo distributed the prior City Council “Five Year Vision Statement”, “Mission, Vision and Values’’ and “Quality of Life Strategic Goals”. She asked the Council to indicate what criteria are important in deciding how to decide. What basic criteria should be applied to set priorities. Ms. Tamayo explained that they are usually value- based. For example cost, quality and service might be the lens through which each priority is examined. Council then engaged in discussion and determined that the following criteria were important in evaluating priorities: Alignment with the number of Council values, strategic goals and vision. Preparation for the future e.g. traffic circulation and acquisition of property. Confidence of citizens. Communications with citizens in an effective way to explain in a simple and straightforward manner as to why a particular decision has been reached. Evaluation and application of the overall good of the City. Consistent application of the laws and ordinances. Understanding and giving appropriate weight to local neighborhood objections. Appropriate weight to economically sound and long-term fiscal health criteria. The Mayor called for a working lunch at 12:Ol p.m. Ms. Tamayo distributed a document entitled “Common Themes or What You Want” (attached). The City Manager then distributed a draft report entitled “Projects and Initiatives” and a list of dedications of groundbreakings for 2005-2006 (both documents on file in the office of the City Clerk). Ms. Tamayo asked for Council members to identify the top ten projects from the list of 90 projects set forth on the draft report. PRIORITY / PROJECT Agua Hedionda Channel Dredging, Lake Calavera Outlet Repair, NE Quadrant Park Acquisition and Robertson Ranch Priority Processing Communications Strategic Plan Implementation Redevelopment Standards SCRRA (Ponto) Strategy (EIR) Encina Wastewater Authority South parcel/Car County expansion Westfield Plaza Camino Real Golf Course Alga Norte ParWAquatic Complex Centre City Gateway and Civic Center Development Process Improvement Desalination Open Space Committee and HMP Implementation JFRTF (fire) and JFRTF (shooting range) The City Manager will prioritize the projects as identified by Council above and redistribute the report. He will make it part of the monthly Council special workshop so the Council can determine the progress on those projects and review and make adjustments as appropriate. Ms. Tamayo then reviewed the decision-making priorities developed earlier and the Council made positive concluding comments on the agenda progress for the day. The Mayor called for public comment, and there being none, he Mayor thanked Council, staff and the consultant for their thorough attention and input and adjourned this special meeting at 239 p.m. ectfully submitted, RONALD R.
