MEETING OF : Opening of the Spring 2006 Citizen's Academy
(Special Meeting)
DATE OF MEETING: February 23, 2006
TIME OF MEETING: 5:30 p.m.
PLACE OF MEETING: City Council Chambers
In attendance: Mayor Lewis, Mayor Pro Tern Hall, Council Member Kulchin, Council
Member Packard and Council Member Sigafoose.
PUBLIC COMMENT ON AGENDA ITEMS: None.
City Manager Ray Patchett welcomed the students to the Spring 2006 Citizen's
Academy. He introduced Mayor Lewis, Mayor Pro Tem Hall, Council Members Kulchin,
Packard and Sigafoose to the class. Each Council Member spoke about how and why
they came to be involved in government and their support of the students for taking the
time to attend the Academy.
Mr. Patchett introduced City Staff.
Mr. Patchett made a presentation on Civic Architecture and how it fits into the City of
Carlsbad's government structure.
Participants introduced themselves.
City Attorney Ron Ball gave a presentation and spoke about the laws that direct
municipal government.
Senior Management Analyst Joe Garuba gave a presentation and spoke about the
City's Performance Measurement System, Goals and Objectives, and Annual Citizens'
Survey.
ADJOURNMENT:
The Special Meeting of February 23, 2006 was adjourned at 8:00 p.m.
