MEETING OF : CITY COUNCIL SPECIAL MEETING

CALL TO ORDER: Mayor Lewis called the Meeting to order at 5:00 p.m.
ROLL CALL: was taken by the City Clerk, as follows:
Present: Lewis, Hall, Kulchin, Packard and Sigafoose.
Absent: None.
PUBLIC COMMENT: None
DEPARTMENTAL AND CITY MANAGER REPORT:
This item was continued from the Council Meeting of June 13, 2006.
1. AB #18.603 - VEHICLE WEIGHT RATING ON MELROSE DRIVE.
Deputy City Engineer Robert Johnson and Deputy Public Works Director Skip
Hammann presented the staff report and reviewed a PowerPoint presentation (on file in
the Office of the City Clerk).
Mr. Johnson gave an overview of the designated truck routes in Carlsbad. He
explained that the segment of Melrose Drive near Carrillo Elementary School is not a
designated truck route; however, it can be used as a haul route when appropriate
permits are obtained.
Mr. Johnson stated that the following criteria are evaluated prior to the issuance of haul
route permits:
• Does not endanger public
• Required turn movements possible
• Does not follow any prohibited street
• School locations taken into consideration
• Avoidance of busy intersections during peak hours
Mr. Hammann stated that staff is attempting to distribute traffic evenly throughout the
community when issuing haul route permits. He further explained that haul route
permits are only issued for projects in the City of Carlsbad when more than 90 cubic
yards of material is required to be transported.
Mr. Hammann commented that haul route permits are required to be displayed in the cabin
of each truck when traveling on a haul route. He also stated that citizens can contact the
Construction Management Department regarding haul route permits via the Haul Route
Phone Number at 760-602-2780 x7301.

Council Member Sigafoose confirmed with staff that the haul route to be followed is
marked on the haul route permit when issued.
In response to an inquiry from Mayor Lewis, Mr. Hammann confirmed that Melrose
Drive had always been intended as a haul route.
Council Member Packard confirmed with staff that a citizen building a pool in the
neighborhood would not be required to obtain a haul route permit.
Mr. Johnson stated that citizens wishing to report a potential haul route violation
outside of normal working hours should call the Police Department non-emergency
number at 760-931-2197.
Patricia Wallace, 2857 Cacatua Street, Carlsbad, came forward to address Council.
Ms. Wallace expressed concerns relating to the recent increased large truck traffic on
El Fuerte Street. Ms. Wallace commented that although no one likes the
inconvenience of the large truck traffic on their roads, the inconvenience must be
shared.
Mary Sarnecky, 2856 Cacatua Street, Carlsbad, also voiced concerns relating to the
increased large truck traffic on El Fuerte Street. She stated that El Fuerte Street does
not have any stop signs, stop lights, crosswalks or speed bumps to help mitigate traffic
flow.
Ann Estes, 2825 Esturion Street, Carlsbad, requested that trucks with haul route
permits be routed to Melrose Drive or another prime arterial rather than El Fuerte
Street. She also requested that the speed limit on the portion of El Fuerte Street
between Poinsettia and Alga Road be reduced to 35 miles per hour.
Ms. Estes provided the Council with a petition containing 129 signatures of individuals
protesting the re-routing of heavy-duty construction truck traffic from Melrose Drive to
El Fuerte Street (on file in the Office of the City Clerk).
Bob Lattin, 2848 Cacatua Street, Carlsbad, expressed concerns relating to the
issuance of haul route permits for El Fuerte Street.
Robert Woelffer, 6138 Paseo Monona, Carlsbad, came forward to address Council.
Mr. Woelffer requested that large trucks be diverted from the area near Carrillo
Elementary School when children are present. Mr. Woelffer also requested that the
issuance of haul route permits for Melrose Drive be minimized.
Lorna Lenk, 6013 Paseo Hermosa, Carlsbad, expressed concerns relating to large
truck traffic in the vicinity of Carrillo Elementary School when children are present.

Ms. Lenk suggested that trucks with the appropriate haul route permits display the
permit on the door of the vehicle as a visible way to assure citizens that the truck is
traveling on the specified route legally.
Katherine Tanner, Executive Director of Facilities and Planning and Development at
San Marcos Unified School District, 1 Civic Center Drive, San Marcos, came forward to
address Council. Reading from a letter submitted to Council (on file in the Office of the
City Clerk), Ms. Tanner expressed concerns relating to the safety of the children, staff
and parents at Carrillo Elementary School. She requested that the City discontinue the
issuance of haul route permits for Melrose Drive.
Mayor Lewis asked if the District could establish a set starting time for the school to
allow for easier monitoring of the truck traffic in the vicinity of Carrillo Elementary
School.
In response to Mayor Lewis, Ms. Tanner explained that the school is unable to
establish set starting times for the school due to bussing routes and a trade off for
those families who are not in favor of late or early starts. Ms. Tanner further explained
that the District varies the starting time every two years in order to accommodate those
in favor of late starts and those in favor of early starts.
Jack Williams, 2821 Rancho Rio Chico, Carlsbad, commented that large truck traffic on
Melrose Drive has significantly increased over the past year. Mr. Williams also stated
that the speed at which the trucks are traveling has increased.
Jim Hensley, 2841 Esturion Street, Carlsbad, came forward to address Council. Mr.
Hensley expressed concerns relating to the large truck traffic on El Fuerte Street. Mr.
Hensley noted the times and number of trucks on El Fuerte Street (on file in the Office
of the City Clerk).
Mayor Lewis announced that the Council would review the testimony received and
continued the item to the Regular City Council Meeting of June 27, 2006.
