MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: October 3, 2006
TIME OF MEETING: 5:00 p.m.
PLACE OF M EETING : City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 5:05 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Hall, Kulchin, Packard, Sigafoose
Absent: None
CLOSED SESSION:
Council adjourned into Closed Session at 5:05 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To consider holding a closed session to
discuss employer-employee relations, salaries, salary schedules and compensation in
the form of fringe benefits with designated staff as labor negotiators (Administrative
Services Director Jim Elliott, Human Resources Director Julie Clark, Senior Management
Analyst Debbie Porter and Dan Cassidy, Esq.), regarding employees represented by
CFA. If circumstances necessitate the absence of a specified designated
representative, an agent or designee may participate in place of the absent
representative so long as the name of the agent or designee is announced at an open
session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.8. To consider holding a closed session
pursuant to Government Code Section 54956.8, to discuss the sale or lease of real
property and instruct its negotiator (Economic Development and Real Estate Manager
Cynthia Haas) regarding terms, rate and/or price of real property generally identified as:

Negotiating Parties: Norm Venturi (RE-MAX By the Sea)
Mike Fraijo (Realty Executives)
Lauren Bertine (Lighthouse Realty Group)

The Council reconvened at 5:48 p.m. with five members present. Mayor Lewis announced that the
Council heard the information and instructed staff and the attorney regarding the items.
ADJOURNMENT:
By proper motion, the Special Meeting of October 3, 2006 was adjourned at 5:50 p.m.
