HomeMy WebLinkAbout2006-12-05; City Council; MinutesMINUTES MEETING OF: CITY COUNCIL (Special Meeting) DATE OF MEETING: December 5, 2006 TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:30 p.m. ROLL CALL was taken by the Assistant City Clerk, as follows: Present: Lewis, Hall, Kulchin, Packard and Sigafoose Absent: None CLOSED SESSION: Council adjourned into Closed Session at 4:30 p.m. pursuant to the following: 1. GOVERNMENT CODE SECTION 54956.9fc). To consider holding a closed session to discuss existing facts and circumstances regarding possible litigation against Michael and Nancy Cardosa. 2. GOVERNMENT CODE SECTION 54956.9(c). To consider holding a closed session to discuss existing facts and circumstances regarding possible litigation against Time Warner Cable. 3. GOVERNMENT CODE SECTION 54957.6. To consider holding a closed session to discuss employer-employee relations, salaries, salary schedules and compensation in the form of fringe benefits with designated staff as labor negotiators (Administrative Services Director Jim Elliott, Fire Chief Kevin Crawford, Human Resources Director Julie Clark, Finance Director Lisa Irvine, Senior Management Analyst Debbie Porter, and Dan Cassidy, Esq.) regarding employees represented by CFA. If circumstances necessitate the absence of a specified designated representative, an agent or designee may participate in place of the absent representative so long as the name of the agent or designee is announced at an open session held prior to the closed session. The Council reconvened into open session at 6:00 p.m. with five members present. Reporting Out Terms and Conditions The Mayor announced that the Council met in Closed Session pursuant to the Brown Act to discuss three items. The Council heard the report regarding labor negotiations with the Carlsbad Firefighters Association and directed staff and the City Attorney as to what it believes were in the best interests of the City. The Council also, by a vote of 3 ayes to 2 noes (Hall, Sigafoose), authorized the City Attorney to commence litigation against Time Warner Cable, and unanimously authorized the City Attorney to commence litigation against Michael and Nancy Cardosa.
