MEETING OF: CITY COUNCIL SPECIAL MEETING
DATE OF MEETING: March 6, 2007
TIME OF MEETING: 3:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 3:03 p.m.
ROLL CALL: was taken by the City Clerk, as follows:
Present: Lewis, Kulchin, Hall and Packard.
Absent: Sigafoose.
DEPARTMENTAL AND CITY MANAGER REPORT:
1. AB #18.924 - PRESENTATION BY ROBERT MCNULTY OF PARTNERS FOR
LIVABLE COMMUNITIES.
Director of Community Development Sandra Holder introduced the item to Council.
She also introduced the Speaker Bob McNulty of Partners for Livable Communities.
Ms. Holder noted that Mr. McNulty would provide an overview of his organization,
feature examples of communities who have successfully participated in the planning
process, and listen to Council's questions and concerns.
Mr. McNulty gave the Council details of his background and the history of Partners for
Livable Communities. Mr. McNulty then discussed the work performed for the City of
Chattanooga, Tennessee that combined culture, heritage and environmental
improvements. Mr. McNulty discussed how private, non-profit and government worked
together on this project.
Other examples of projects Mr. McNulty discussed were "age in place", Salt Lake City
Library as a community center, and "equal opportunity" in the community.
Mr. McNulty discussed the utilization and conservation of the Agua Hedionda area as a
community outreach and community planning project. He further listed cities that had
benefited by the planning process such as Ventura, Kansas City and Grand Rapids.
In response to Council, Mr. McNulty described a vision for the Prop D planning
committee. Also, in response to Council, Mr. McNulty confirmed that his organization
can help with fundraising ideas.
Discussion ensued regarding a committee selection process.
Gary Hill, Chair of Imagine Carlsbad, discussed the engagement of the community in
the process. Mr. McNulty noted that participation could be held outside of the Council
Chamber. He also discussed the use of statistics to create a valid sampling of citizens.
February 27, 2007 Special Council Meeting
Jim Comstock, also of Imagine Carlsbad, asked what role does business have in the
process. Mr. McNulty stated that even citizens or businesses outside the City limits
should be involved.
Mark Winkler, of Imagine Carlsbad, expressed his desire that young people are
attracted to the process.
In response to Council, Mr. McNulty noted that "smart growth" is actually "common
sense".
In response to Mr. Hill, Mr. McNulty stated that primers could be written to help the
population understand the more technical issues studied by the committees.
Council thanked Mr. McNulty for attending this meeting.
