SPECIAL MEETING OF: CITY COUNCIL SPECIAL MEETING
DATE OF MEETING: May 8, 2007
TIME OF MEETING: 7:30 a.m. - 1:00 p.m.
PLACE OF MEETING: Water Board Room
The Mayor called the special meeting to order at 7:30 a.m. All Council Members were
present plus the City Manager, City Attorney, Community Development Director Sandra
Holder and Organizational Consultant Michele Tamayo as Facilitator. The Mayor
welcomed all and gave introductory remarks to the City Council emphasizing what is
best for the community and Carlsbad. There were no Council reports on regional roles
and assignments.
The Mayor introduced the discussion of Council efficiency and effectiveness including
impact of regional assignments with regard to contact with other City Council Members,
decision and policy making and serving the community as well as effective methods of
feedback. Each Council Member then in turn discussed these concepts. Facilitator
Tamayo discussed the importance of early feedback and the City Manager continued
with the discussion of this item and emphasizing the importance of team work leading to
improved policy making and determination of community values.
The Mayor called for a break at 9:07 a.m. and reconvened at 9:17 a.m. Assistant City
Manager Lisa Hildabrand joined the meeting.
Facilitator Tamayo introduced the discussion and overview of the City Council Goals for
2007-2008 with the aid of two handouts attached as Exhibits "A" and "B" and further
focused on these priorities and distributed the "City of Carlsbad Projects and Initiatives"
report dated 4/24/2007, attached as Exhibit "C". The City Manager introduced
Community Development Director Holder who discussed the draft South Carlsbad
Coastal Redevelopment Area (SCCRA) and updated the Council on its status and
progress. Community Development Director Holder continued with a discussion of
citizen connection and the implementation of Proposition D passed by the voters at the
election of November 7, 2006 with an aid of a handout entitled a "Work Program for
Proposition D Implementation" attached as Exhibit "D".
Facilitator Tamayo, the City Manager and Assistant City Manager Hildabrand discussed
the top 12 Council priorities listed in that report.
The Mayor called for a working lunch at 11:40 a.m. and Facilitator Tamayo discussed
the concept of Force Field Analysis which could be used to assist in formulating and
determining Council Policy and decision making processes leading to the efficiency and
effectiveness for a better community. Each Council Member commented on the
progress made on this issue and in this workshop. Facilitator Tamayo commented that
this model as well as the other concepts discussed in the workshop could measure the
progress toward the implementation of these priorities and particularly the use of the
Force Field Method of Analysis to maintain the momentum in achieving these goals.
The Mayor called for public comment and there was none.
The Mayor thanked all for their full and complete participation and adjourned the
meeting at 12:48 p.m.

Implementation Plan developed with community
participation that will provide fresh ideas and
priorities for the implementation of Proposition D.

PHASE 1
FORMATION OF PROP D CITIZEN'S PROCESS
COMMITTEE AND ANALYSIS OF KEY ISSUES
Step 1. Carlsbad forms a citizens committee to oversee the
process, with suggested membership as follows:
• 1 Planning Commissioner
• 1 Arts Commissioner
• 1 Parks & Recreation Commissioner
• 5 Members of the community
o Preference given to community members who
participated in the Committee to Study the
Initiatives
o Preference given to community members who
participated in CCPS 1 and/or 2
Step 2. Process Committee's role is to:
• Provide oversight of the process.
• Ensure maximum community participation.
• Hold a community-wide workshop to solicit initial
comments from the public on desirable Open Space uses
for the land (Facilitated by Partners).
Step 3. Partners reviews findings from Step 2 with the Process
Committee to define key implementation issues to be addressed
as Part of Phase 2.
PHASE 2
PARTNERS CONDUCTS FOCUS GROUPS
• Partners conducts 8 Community Focus Groups
(depending on the number of priority issues chosen
by the committee) with 15-20 people in each group
representing a cross-section of the community
• Partners compiles all information gathered during
focus groups.
PHASE 3
DESIGN CHARRETTE
• Partners conducts a 1-2 day Design Charrette that
brings some of the top experts in planning,
community visioning, and design to Carlsbad to
develop a Conceptual Plan that represents
community consensus on a vision for the Prop D
area.
o The Design Charrette will be open to the
public and all interested parties.
END GOAL: Concept plan for the use of Prop D land
and surrounding areas that draws from the spirit of
Carlsbad's citizens and meets the diverse needs for use
while preserving the unique character of the setting.
PHASE 4
FINAL REPORT AND PRESENTATION TO
COMMUNITY
Partners prepares a process report and
recommendations for a Strategic Implementation
Plan.
Partners prepares a report and presents the
recommendations to the community at either a
City Council meeting or workshop.
City Council receives the report and provides
direction to City Staff regarding the Strategic
Implementation Plan.
