JOINT MEETING OF: THE CARLSBAD CITY COUNCIL AND MUNICIPAL
WATER DISTRICT
(Joint Special Meeting)
DATE OF MEETING: July 24, 2007
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Pro Tern/Vice President Kulchin called the Joint Special Meeting
to order at 6:44 p.m.
ROLL CALL: was taken by the City Clerk/Secretary, as follows:
Present: Council/Board Members Kulchin, Hall and Packard and Nygaard.
Absent: Lewis
APPROVAL OF MINUTES:
Board Member Packard abstained from the approval of the Minutes of May 22 due to
his absence from the meeting.
Council Member/Board Member Nygaard abstained from the approval of the Minutes of
June 12 due to her absence from the meeting.
Vice President Kulchin and Board Member Nygaard abstained from the approval of the
Minutes of June 19 due to their absence from the meeting.
On a motion by Council Member/Board Member Hall the Minutes of the following
meetings were approved as presented.
Minutes of the Special Meeting held May 22, 2007 (Board only).
Minutes of the Joint Special Meeting held June 12, 2007.
Minutes of the Special Meeting held June 19, 2007 (Board only).
Minutes of the Joint Special Meeting held June 26, 2007.
CONSENT CALENDAR:
ACTION: On a motion by Council Member/ Board Member Hall, the
Council/Board affirmed the action of the Consent Calendar, Item
No. 16 as follows:
AYES: Kulchin, Hall and Packard and Nygaard.
NOES: None.
ABSENT: Lewis.

WAIVER OF ORDINANCE TEXT READING:
The Board/Council waived the reading of the text of all ordinances and resolutions at
this meeting.
16. AB #19.112 - REPORTING OUT SETTLEMENT.
Reporting out the settlement of La Costa De Marbella Homeowners Association
and related actions.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of July 24, 2007, was adjourned at 6:45 p.m.
