MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: September 11, 2007
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Pro Tern Kulchin called the Meeting to order at 4:32 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Kulchin, Hall, Packard and Nygaard
Absent: Lewis (arrived at 5:08 p.m.)
CLOSED SESSION:
Council adjourned into Closed Session at 4:32 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To consider holding a closed session to
discuss employer-employee relations, salaries, salary schedules and compensation in the
form of fringe benefits of its unrepresented employees, with designated staff as labor
negotiators (Jim Elliott, Deputy City Manager, Julie Clark, Human Resources Director, and
Debbie Porter, Management Analyst). If circumstances necessitate the absence of a
specified designated representative, an agent or designee may participate in place of the
absent representative so long as the name of the agent or designee in announced at an
open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54957. To consider holding a closed session to consider
and discuss the appointment of an interim City Manager for the City of Carlsbad, as a result
of the announced retirement of the incumbent City Manager, pursuant to Government Code
Section 54957.
The Council reconvened at 5:56 p.m. with five members present. Mayor Lewis announced that the
Council heard the information regarding employer-employee relations, salaries, salary schedules
and compensation of its unrepresented employees and unanimously directed staff and the City
Attorney to prepare documents and return at a regular City Council meeting for implementation of
changes to the salary schedule.
Mayor Lewis also announced that the Council discussed the appointment of an interim City
Manager as a result of the announced retirement of the incumbent City Manager and unanimously
directed the City Attorney to prepare paperwork to implement Council's intent to appoint Assistant
City Manager Lisa Hildabrand as Acting City Manager pending a permanent replacement.
ADJOURNMENT:
By proper motion, the Special Meeting of September 11, 2007 was adjourned at 5:58 p.m.
