JOINT MEETING OF: THE CARLSBAD CITY COUNCIL AND MUNICIPAL
WATER DISTRICT
(Joint Special Meeting)
DATE OF MEETING: September 11, 2007
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor/President Lewis called the Joint Special Meeting to order at
6:24 p.m.
ROLL CALL: was taken by the City Clerk/Secretary, as follows:
Present: Council/Board Members Lewis, Kulchin, Hall, Packard and Nygaard
Absent: None.
APPROVAL OF MINUTES:
On a motion by Mayor Pro Tern/Vice President Kulchin the Minutes of the
following meeting were approved as presented:
Minutes of the Joint Special Meeting held August 7, 2007.
PUBLIC HEARING:
18.AB #19.162 - WATER. SEWER AND TRASH FEES INCREASE.
Finance Manager Colette Wengenroth presented the staff report and reviewed a
PowerPoint Presentation (on file in the Office of the City Clerk).
Ms. Wengenroth gave a brief overview of the proposed utility increases. She explained
that Water Enterprise Expenditure increases along with unfunded state mandates were
catalysts for the increases.
Mayor/President Lewis opened the duly noticed Public Hearing at 6:31 p.m.
Seeing no one wishing to speak, Mayor/President Lewis closed the Public Hearing at
6:31 p.m.
City Attorney Ron Ball stated that the Resolutions before the Council/Board will be
amended to reflect the effective date of November 1, 2007.
Mayor/President Lewis commented that Metropolitan Water District and the San Diego
County Water Authority have also increased their water rates recently.

AND MUNICIPAL WATER DISTRICT
Council/Board Member Packard confirmed with staff that even with the proposed
increases, Carlsbad's rates are among the lowest in the County.

On a motion by Mayor Pro Tern/Vice President Kulchin the
Council/Board adopted RESOLUTION NO. 2007-239. as amended
approving increases in sewer and trash fees effective November 1,
2007; and,
Adopted RESOLUTION NO. 1304. as amended approving
increases in water fees effective November 1, 2007.
Lewis, Kulchin, Hall, Packard and Nygaard.
None.
None.
By proper motion, the Joint Special Meeting of September 11, 2007, was adjourned at 6:38 p.m.
