MEETING OF: CITY OF CARLSBAD CITY COUNCIL AND
HOUSING AND REDEVELOPMENT COMMISSION
(Joint Special Meeting)

CALL TO ORDER: Mayor/Chair Lewis called the Meeting to order at 6:29 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Lewis, Hall, Kulchin, Packard and Nygaard.
Absent: None.
PUBLIC HEARING:
12.AB #19.183 - SAN DIEGO HABITAT FOR HUMANITY ROOSEVELT GARDEN
HOUSING PROJECT.
Housing and Redevelopment Director Debbie Fountain presented the staff report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
Ms. Fountain gave a brief overview of the previous actions taken by the
Council/Commission and reviewed the project financing. She also reviewed the
process developers must follow to purchase affordable housing credits.
Council/Commission Member Hall confirmed with staff that the price of the affordable
housing credits would increase from $120,000 per unit to $142,000 per unit if the
Council/Commission approves staff's recommendation.
In response to an inquiry from Mayor Pro Tern/Vice Chair Kulchin, Ms. Fountain
explained that when a developer purchases affordable housing credits they are required
to purchase credits within the same quadrant as their project.
Mayor/Chair Lewis opened the duly noticed Public Hearing at 6:49 p.m.
Seeing no one wishing to speak Mayor/Chair Lewis closed the hearing at 6:49 p.m.
Council/Commission discussion ensued regarding their support for the project.
ACTION: On a motion by Mayor Pro Tern/Vice Chair Kulchin, Council
adopted RESOLUTION NO. 2007-255. authorizing the
appropriation of $258,677 in HOME Investment Partnership Funds
to provide financial assistance to San Diego Habitat for Humanity,
and authorizing the Carlsbad Redevelopment Agency to administer
and expend said funds to fund a loan for the construction of eleven
(11) affordable condominium units within the Northwest Quadrant
of the City of Carlsbad and Village Redevelopment Area at 2578
Roosevelt Street; and,

Adopted Housing and Redevelopment Commission RESOLUTION
NO. 444. approving the Disposition, Development and Loan
Agreement and all related documents with San Diego Habitat for
Humanity providing for additional financial assistance in the amount
of $258,677 funded with HOME Investment Partnership Funds, and
disposition of the property owned by the Carlsbad Redevelopment
Agency located at 2578 Roosevelt Street within the Village
Redevelopment Area for the development of eleven (11)
condominiums to be sold at an affordable price to very low income
households; and,
Adopted Housing and Redevelopment Commission RESOLUTION
NO. 445. approving an increase to the Housing Credit purchase
price for the Roosevelt Street Affordable Condominium Combined
Project under the City of Carlsbad's Inclusionary Housing
Ordinance.
AYES: Lewis, Kulchin, Hall, Packard and Nygaard.
NOES: None.
ABSENT. None.
