MEETING OF: CITY COUNCIL (Regular Meeting)
DATE OF MEETING: October 2, 2007
TIME OF MEETING: 6:00 p.m.

CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:00 p.m.
ROLL CALL was taken by the Deputy Clerk, as follows:
Present: Lewis, Hall, Packard and Nygaard.
Absent: Kulchin.
LEGISLATIVE INVOCATION:
Mayor Lewis offered the Invocation.
PLEDGE OF ALLEGIANCE:
Council Member Nygaard led the Pledge of Allegiance.
APPROVAL OF MINUTES:
On a motion by Council Member Hall, minutes of the following meetings were
approved as presented:
Minutes of the Special Meeting held September 11, 2007.
Minutes of the Regular Meeting held September 11, 2007.
Minutes of the Joint Special Meeting held September 11, 2007.
Minutes of the Special Meeting held September 18, 2007.
Minutes of the Regular Meeting held September 18, 2007.
Minutes of the Special Meeting held September 19, 2007.
PRESENTATION:
Mayor Lewis presented a proclamation to Carl Pinkard from the San Diego Chapter
Financial Planning Association in recognition of Financial Planning Week.
Mr. Pinkard thanked Council for proclaiming the first week of October as Financial
Planning Week. He spoke about Association's effort to raise awareness on the
importance of having one's finances in order and encouraged people to enlist the
services of a financial planner with this process.

CONSENT CALENDAR:
ACTION: On a motion by Council Member Hall, Council affirmed the action of
the Consent Calendar, Iteml # as follows:
AYES: Lewis, Hall, Packard and Nygaard.
NOES: None.
ABSENT: Kulchin.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at this
Meeting.
1. AB #19.188 - FINAL MAP FOR THE TOWERS AT BRESSI RANCH.
Council adopted RESOLUTION NO. 2007-260. approving the Final Map for the
Towers at Bressi Ranch, CT 06-20, and authorizing the map to be recorded.
PUBLIC COMMENT:
Farrah Douglas, representing the Proposition D Citizens Liaison Committee came
forward to address Council with a PowerPoint Presentation (on file in the Office of the
City Clerk). Ms. Douglas extended an invitation to residents of the City to attend the
upcoming public workshops regarding the Cannon Road properties east of I-5. She
said that two community-wide workshops will be held along with four or five smaller
workshops in different quadrants of the city.
Ms. Douglas announced the first workshop is scheduled to take place on November 15,
2007 at The Crossings Golf Course, 5800 The Crossings Drive from 6:30 p.m. to 9:00
p.m., and the second workshop is scheduled for December 3, 2007, at the Faraday
Center, 1635 Faraday Avenue, from 6:30 p.m. until 9:00 p.m. She also listed the
various locations where the public could obtain information on the upcoming meetings.
Knox Williams, 3491 Seacrest Drive, representing Endow Carlsbad, came forward to
address Council. Mr. Williams provided Council with an update on the organization
stating it now has 64 members and is preparing to hold its first grant hearing. He added
that the grants awarded will be for off-campus educational programs such as math and
science for Pre-K through eighth grade students. Mr. Williams said that more
information on the grant hearing and Endow Carlsbad can be found at
www.endowcarlsbad.org

PUBLIC HEARING:
2. AB #19. 191 -ASSESSMENT DISTRICT NO. 2003-01 COLLEGE BOULEVARD
AND CANNON ROAD EAST.
Finance Manager Colette Wengenroth and Finance Director Lisa Irvine gave the staff
report and PowerPoint Presentation (on file in the Office of the City Clerk).
Deputy Clerk Sherry Freisinger announced the ballot tabulation stating one ballot was
received in favor of and none were received in opposition of the District.
Council Member Packard asked about the decrease in assessments for Benefit Area
No. 1.
Ms. Wengenroth replied that the change was due to a decrease in construction costs in
certain areas and an increase in benefit contribution. She added that adjustments are
made periodically to prevent over-assessing homeowners.
Council Member Nygaard asked if taxes from other agencies were included in the total
amount of the tax.
Dick Jacobs, Assessment Engineer, replied that the tax includes taxes from all other
agencies in addition to the assessment tax.
Lisa Irvine clarified that the taxes are existing taxes, not proposed taxes.
In response to an inquiry from Mayor Lewis, Mr. Jacobs said that the tax is set on the
developer's market price for the homes.
Mayor Lewis opened the duly noticed Public Hearing at 6:30 p.m. Seeing no one
wishing to speak, Mayor Lewis closed the Public Hearing at 6:30 p.m.
ACTION: On a motion by Council Member Hall, Council adopted
RESOLUTION NO. 2007-263. approving the final amended and
restated report of the assessment engineer, declaring the results of
the assessment ballot tabulation; confirming the increase in
assessments levied within Benefit Area No. 2; approving the
reapportionment and segregation of assessments; and ordering
certain changes and modifications in the improvements authorized
to be financed through Assessment District No. 2003-01 (College
Boulevard and Cannon Road East).

DEPARTMENTAL AND CITY MANAGER REPORTS:
3. AB #19.190 - REQUEST FOR "IN KIND" SERVICE ASSISTANCE.
Police Chief Tom Zoll introduced David Tanner, President, Chantel Cappuccilli,
Entertainment Coordinator and Stephanie Klein, Treasurer, from the Carlsbad High
School Associated Student Body (ASB) Council.
Mr. Tanner briefly reviewed the history of the parade and said that the ASB would like to
use the $2500 required in City fees for a different project. He requested that Council
approve the "in kind" service.
Ms. Klein stated that the money saved by the City supporting the parade would be used
to start a Freshman/Senior Mentoring Program at the High School.
ACTION: On a motion by Council Member Hall, Council adopted
RESOLUTION NO. 2007-262. approving a request from
the Carlsbad High School Associated Student Body (ASB)
Council for "in kind" service assistance regarding their
Homecoming Parade.
AYES: Lewis, Hall, Packard and Nygaard.
NOES: None.
ABSENT: Kulchin.
4. AB #19.189 - APPROPRIATION OF FUNDING.
Senior Management Analyst Frank Boensch and Mel Takahara representing the
Alliance for Regional Solutions gave the report and PowerPoint Presentation (on file in
the Office of the City Manager).
In response to an inquiry by Council Member Packard, Mr. Takahara said that special
screening would be applied for those under the influence of drugs or alcohol or those
not willing to change their lifestyle. He explained that those under the influence will not
be permitted to enter a shelter and a sobering program would be offered instead. He
added that those not willing to change their lifestyle would not be welcome at North
County shelters.
In response to an additional request by Council Member Packard, Mr. Takahara
explained that data will be collected from all of the participating sites which will result in
a report evaluating the success of the program and will be distributed to the
participating cities and organizations.
Mayor Lewis asked what shelter is available for families.
Mr. Takahara said that Operation Hope in Vista will aid families needing shelter.

ACTION: On a motion by Council Member Hall, Council adopted
RESOLUTION NO. 2007-261. appropriating funds to support the
North County Regional Winter Shelter Program.
AYES: Lewis, Hall, Packard and Nygaard.
NOES: None.
ABSENT: Kulchin.
COUNCIL REPORTS AND COMMENTS:
Mayor Lewis and Council Members reported on activities and meetings of some
committees and sub-committees of which they are members.
CITY MANAGER COMMENTS: None.
CITY ATTORNEY COMMENTS: None.
ANNOUNCEMENTS:
Sherry Freisinger, Deputy Clerk, announced that Council Members had been invited to
attend, and may participate in the following events:
