MEETING OF: CITY OF CARLSBAD CITY COUNCIL AND
HOUSING AND REDEVELOPMENT COMMISSION
(Joint Special Meeting)
DATE OF MEETING: November 6, 2007
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor/Chair Lewis called the Meeting to order at 6:38 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Lewis, Hall, Kulchin, Packard and Nygaard.
Absent: None.
PUBLIC HEARING:
Council/Commission Members Hall and Packard left the dais at 6:39 p.m. due to a
conflict of interest relating to this item.
Continued from the Council Meeting of October 16, 2007.
4. AB #19.203 - REVISIONS TO THE VILLAGE MASTER PLAN AND DESIGN
MANUAL.
Housing and Redevelopment Director Debbie Fountain reviewed the proposed plan
with a PowerPoint Presentation (on file in the Office of the City Clerk), that included
clarification on several Master Plan items.
City Attorney Ron Ball stated that because the Mayor had requested more information
on this item, the public hearing would be re-opened.
Council/Commission Member Nygaard asked how a person would work through the
standards of modification.
Ms. Fountain replied that modifications would have to be approved through the Housing
and Redevelopment Commission and ultimately the City Council.
Mayor/Chair Lewis reopened Public Hearing at 7:05 p.m.
Walt Meyer, 4332 Standford Street, Carlsbad, came forward to address the
Council/Commission. He stated he had concerns regarding train horns. He further
stated that he had concerns regarding restaurants in residential buildings, parking
issues and the potential of utilities needing to be enlarged because of the additional
businesses/residences downtown.
Don Krager, 2744 Carlsbad Village Drive, Carlsbad, came forward to address the
Council/Commission. Mr. Krager spoke in support of the mixed use project on Carlsbad
Boulevard that was put into place in 2005. He stated he would like to see the City
address large recreation vehicles within the Redevelopment area, more parking
enforcement, and a free shuttle to move people around the Village. Mr. Krager added

that he would also like to see landscaping approved that does not block the buildings
but ties into the rest of the Village. He stated that he thinks the project should move
forward.
Jay Corales, Manager of Turner Real Estate, 539 Carlsbad Village Drive, Ste 106,
Carlsbad, came forward to address the Council/Commission. Mr. Corales stated that
Turner Real Estate would like to see the Village be a "Green Village". Mr. Corales
stated he supported the Plan and felt the City should require buildings to be "green". He
suggested that a "green" building fund be established by those developing in the
Village.
Robin Young, Executive Director Carlsbad Village Business Association, came forward
to address the Council/Commission. She stated the Business Association is in support
of the Plan.
Mayor Pro Tern Kulchin asked if the CVB was aware of the density that was proposed.
Maureen Simons, 2744 Carlsbad Blvd. Unit 209, Carlsbad, came forward to address
the Council/Commission. She spoke in support of the Plan.
Frank Hutchins, 606 Compass Court, Carlsbad, came forward to address
Council/Commission. He spoke in support of and urged the Council/Commission to
make a decision on the Plan.
Ed Scarpelli, 929 Orchid Way, Carlsbad, came forward to address the
Council/Commission. Mr. Scarpelli encouraged the Council/Commission to approve the
Plan.
Mike O'Gara, 3200 James Drive, Carlsbad, came forward to address the
Council/Commission. Mr. O'Gara stated he was in support of the Village Plan. He
addressed the density issue, stating he was concerned that density should not be an
issue if the project is well managed. He encouraged the Council/Commission to
approve the plan.
Sarah Marquez, 2968 Garfield Street, came forward to address the
Council/Commission. Ms. Marquez stated she did not want to see an increase in crime,
loss of public services or an increase in traffic congestion. She stated she was in
support of the revised standards and encouraged the Council/Commission to approve
the Plan.
Marilyn Hatch, 4068 Sunnyhill Drive came forward to address Council/Commission. She
read from a letter she presented to the Council/Commission (on file in the Office of the
City Clerk) stating her concerns. Ms. Hatch stated she is also in support of green living.
Mayor/Chair Lewis closed the Public Hearing at 7:40 p.m.

RECESS:
Mayor/Chair Lewis Mayor Lewis declared a recess at 7:41 p.m. Council/Commission
reconvened at 8:44 p.m., with three members present.
In response to an inquiry from Council/Commission Member Nygaard, Ms. Fountain
said that current facilities are adequate to accommodate new growth but each project is
reviewed on a case-by-case basis.
Council/Commission Member Nygaard asked about landscaping in the Village.
Ms. Fountain stated that the citywide landscape manual is used in the Village. She
added that trees will be planted in the public right-of-way.
Ms. Fountain and Council/Commission Members reviewed and Council/Commission
approved the following Village Development Standards Revisions and Clean-Up
Language to the Master Plan and Design Manual, listed in the chart below:

ACTION: On a motion by Mayor Pro Tern/Vice Chair Kulchin, the
Commission/Council introduced Ordinance Nos. NS-862 and NS-
863, and;
On a motion by Mayor Pro Tern/Vice Chair Kulchin, directed staff to
return with documents approving the revisions to the Village Master
Plan and Design Manual.
AYES: Lewis, Kulchin and Nygaard.
NOES: None.
ABSENT: Hall and Packard.
