MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: November 20, 2007
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:00 p.m.
ROLL CALL: was taken by the Deputy City Clerk, as follows:
Present: Lewis, Kulchin, Hall, Packard and Nygaard.
Absent: None.
PUBLIC COMMENT: None.
DEPARTMENTAL AND CITY MANAGER REPORT:
1. AB #19.229 - PRESENTATION AND DISCUSSION BY LEWIS MICHAELSON OF
KATZ & ASSOCIATES. INC.
Lewis Michaelson of Katz & Associates, Inc. gave City Council a PowerPoint
Presentation on Public Participation for Executive and Decision Makers.
Mr. Michaelson reviewed the following objectives from the presentation with Council:
• What is Public Participation?
• Why Involve the Public?
• When Not to Involve the Public
• Critical Components and Considerations
• The Decision-Maker's and Leader's Role
• Summary
Mayor Lewis asked how to attract interest and involvement of the younger generation of
Carlsbad in the public process.
Mr. Michaelson replied that identifying and resolving any barriers that might be
preventing involvement would help to engage and enable participation.
Mayor Lewis also asked if there is a correct number of participants when establishing a
committee in order for the committee to function correctly.
Mr. Michaelson suggested that Council should not be concerned about the number of
participants. He explained that when forming a committee, a list should be made of all
the categories needed to accomplish the task and pair the list with the names of those
individuals qualified to fulfill the categories.
November 20, 2007 Special Meeting Minutes
In response to an inquiry from Mayor Pro Tern Kulchin, Mr. Michaelson said that finding
new people to get involved is difficult, and it is easier to contact organizations for
representatives to participate on committees.
RECESS:
Mayor Lewis declared a recess at 5:04 p.m. Council reconvened at 5:39 p.m. with five
members present.
Council Members continued discussing the amount, degree and appropriateness in
seeking public participation in the development of the General Plan revision process.
Council concurred to continue the discussion to the December Workshop.
ADJOURNMENT:
By proper motion, the Special Meeting of November 20, 2007 was adjourned at 5:59 p.m.
