MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: December 4, 2007
TIME OF MEETING: 4:00 P.M.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:00 p.m.
ROLL CALL was taken by the Deputy Clerk, as follows:
Present: Lewis, Kulchin, Hall, Packard and Nygaard
Absent: None.
CLOSED SESSION:
1. GOVERNMENT CODE SECTION 54956.9(a). To consider holding a closed session to
discuss Complaint No. R9-2007-0099 for Administrative Civil Liability against the City of
Carlsbad for alleged violation of Statewide General Waste Discharge Requirements for
Sanitary Sewer Systems, DWQ Order No. R9-2006-0003.
2. GOVERNMENT CODE SECTION 54956.9(b)(1). To consider holding a closed session
to discuss expert report and recommendations regarding The Crossings at Carlsbad Golf
Course.
3. GOVERNMENT CODE SECTION 54957.6. To consider holding a closed session to
discuss employer-employee relations, salaries, salary schedules and compensation in
the form of fringe benefits with designated staff as labor negotiators (Jim Elliott, Deputy
City Manager, Julie Clark, Human Resources Director, Cheri Abbott, Human Resources
Manager, Debbie Porter, Management Analyst, Rebecca Melillo, Management Analyst,
Mike Shipley, Police Captain and Dan Cassidy, Esq.), regarding employees represented
by CPOA.
The Council reconvened at 5:54 p.m. with five members present. Mayor Lewis announced that the
Council heard the information and instructed staff and the attorney regarding the items.
ADJOURNMENT:
By proper motion, the Special Meeting of December 4, 2007 was adjourned at 5:58 p.m.
