MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: December 1 8, 2007
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:01 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Kulchin, Hall, Packard and Nygaard
Absent: None.
CLOSED SESSION:
Council adjourned into Closed Session at 4:01 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9fc). To consider holding a closed session to
discuss existing facts and circumstances regarding possible litigation against the Regional
Water Quality Control Board.
The Council reconvened at 5:48 p.m. with five members present. Mayor Lewis announced that the
Council met in Closed Session regarding the 2007 Storm Water Permit and authorized the City
Attorney to initiate and participate along with all the other co-permittees in the County of San Diego
in proceedings to require the State of California to reimburse the City for the costs of new and
additional programs and activities required by the Regional Water Quality Control Board but not
funded or otherwise paid for.
In closing, he announced that the process is expected to take several years and more information
will be made available as the City advances through the process.
ADJOURNMENT:
By proper motion, the Special Meeting of December 18, 2007 was adjourned at 5:51 p.m.
