MEETING OF : Opening of the Spring 2008 Citizen's Academy
(Special Meeting)

PLACE OF MEETING: City Council Chambers
In attendance: Mayor Lewis, Council Member Hall and Council Member Packard.
PUBLIC COMMENT ON AGENDA ITEMS: None.
Interim City Manager Lisa Hildabrand welcomed the students to the Spring 2008
Citizen's Academy. She introduced Mayor Lewis, Council Member Hall and Council
Member Packard to the class. Each Council Member spoke about how and why they
came to be involved in government and their support of the students for taking the time
to attend the Academy.
Ms. Hildabrand introduced City Staff.
Ms. Hildabrand made a presentation on "Community" and how it fits into the City of
Carlsbad's government structure.
Participants introduced themselves.
Deputy City Attorney Ron Kemp gave a presentation and spoke about the laws that
direct municipal government.
Senior Management Analyst Joe Garuba spoke regarding the Annual Citizens' Survey
and presented an overview of the power plant proposal by NRG West.
ADJOURNMENT:
The Special Meeting of March 6, 2008 was adjourned at 8:20 p.m.
