Council discussion on Council Member reports on regional roles and assignments, as necessary, including: Mayor Lewis commented that the regional water conditions are being closely monitored by the San Diego County Water Authority. Requests to Speak on a listed item: A total of 15 minutes is provided. Please submit a speaker card indicating the item you wish to address. Comments/speakers are limited to three (3) minutes each. 2. Discussion on Standards of Coverage Study for the Fire Department. Acting Assistant City Manager Warren Shafer and Police Chief Kevin Crawford presented the report and reviewed a PowerPoint Presentation (on file in the Office of the City Clerk). Chief Crawford explained that the proposed study could be the first of a two-step process to create a long term plan for the Fire Department. In response to an inquiry from Council Member Hall, Chief Crawford explained that the cities of Oceanside and Vista have performed a Standards of Coverage Study for their fire departments. Mayor Lewis requested that staff obtain the results of the studies performed in Vista and Oceanside for Council review. In response to Mayor Pro Tern Kulchin, Chief Crawford stated that the Standards of Coverage Study will provide an evaluation of Carlsbad's current fire delivery system and will be used as a tool to make decisions about the fire and life safety needs of the community. Chief Crawford stated that the proposed study will evaluate the following: • Fire Operations • Fire Prevention • Fire Administration • Fire Training In response to Mayor Pro Tern Kulchin, Chief Crawford stated that the study would take six to nine months. Council Member Hall asked if there are examples of fire departments in California that have joined together to form a regional Fire agency. Chief Crawford explained that departments in Orange County have implemented fire services joining together various existing agencies to form a JPA. Council Member Hall requested that staff provide additional information relating to the Orange County fire service model. Mayor Lewis called a recess at 12:08 p.m. Mayor Lewis and Council Members returned at 12:15 p.m. 3. Discussion and update on environmental issues affecting the City and State. Deputy City Manager Jim Elliott, Municipal Projects Manager Joe Garuba and Public Works Manager Linda Kermott presented the report and reviewed a PowerPoint Presentation (on file in the Office of the City Clerk). Mr. Elliott gave a brief overview of the Sustainability Guiding Principles. Ms. Kermott distributed a handout to Council (on file in the Office of the City Clerk) that illustrated the City of Carlsbad's carbon footprint. Mr. Garuba explained that staff is working to identify pilot projects throughout the City to utilize renewable energy technology. 4. Discussion of Council efficiency and effectiveness including impact of regional assignments with regard to contact with other Council members, decision and policymaking, serving the community and effective methods of feedback. There was no discussion on this item. 5. City Manager review of goal and major project tracking report and update discussion of Council goal setting process and discussion of capacity and effectiveness in the delivery of City processes and services. City Manager Lisa Hildabrand distributed the Athena Report on City Projects for Council review. (This document is on file in the office of the City Clerk.) 6. Discussion of feedback, communications or correspondence on issues for the good of the community, including directions to the City Manager or City Attorney, as appropriate, for the scheduling of items for future agendas, workshops or study sessions.
