MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: July 15, 2008
TIME OF MEETING: 4:00 p.m.

CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:03 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Kulchin, Hall and Nygaard
Absent: Packard.
CLOSED SESSION:
Council adjourned into Closed Session at 4:03 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9(al. To hold a closed session to discuss
pending litigation regarding the City of Encinitas v. City of Carlsbad, Case No. 37-2008-
00088091 -CU-PT-NC.
2. GOVERNMENT CODE SECTION 54956.9(bH1). To hold a closed session to discuss
pending litigation regarding the State Water Resources Control Board's Order WR 200-
0028-Exec. Permit 5228 (Application 8205) denying the City of Carlsbad In the Matter of
Petition for Reconsideration.
3. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe
benefits of its unrepresented employees with designated staff as labor negotiators (Jim
Elliott, Deputy City Manager, Julie Clark, Human Resources Director, and Rebecca Melillo,
Management Analyst).
The Council reconvened at 5:51 p.m. with four members present. Mayor Lewis announced that
the Council heard the information and instructed staff and the attorney regarding the items.
ADJOURNMENT:
By proper motion, the Special Meeting of July 15, 2008 was adjourned at 5:54 p.m.
