Lewis Chamber of Commerce Liaison LAFCO Cities Advisory Committee North County Mayors and Managers SANDAG (1st alternate) San Diego County Water Authority Board of Directors Mayor Lewis noted that he will be sworn in as the new Chair of the San Diego County Water Authority this coming Thursday, December 18, 2008. Requests to Speak on a listed item: A total of 15 minutes is provided. Please submit a speaker card indicating the item you wish to address. Comments/speakers are limited to three (3) minutes each. Walter Freeman, Assistant Superintendent of the Carlsbad Unified School District, commended the spirit of cooperation and collaboration between the District and City personnel regarding the planning and construction of the new high school. In response to the Mayor, Erik Reuter, School Construction Program Manager, confirmed that the new school would open in August of 2012. Kasey Cinciarelli, Carlsbad, asked about her request regarding placement of an open space item on an Regular Council Meeting Agenda. She also inquired about an accounting of Prop C monies and the status of the purchase of Village H. The Mayor and the City Manager discussed the process for submitting agenda items for a Council Meeting. The City Manager agreed that an agenda item regarding open space and open space acquisition could be placed on a future agenda. 2. Review, discuss and provide general direction to staff regarding the General Plan Circulation Element including Cannon Road Reach IV. Deputy City Engineer Bill Plummer and Director of Public Works Glenn Pruim gave a presentation regarding Cannon Road Reach IV, Conclusions and Recommendations December 17, 2008 (This document is on file in the Office of the City Clerk). Mr. Plummer gave the background on this project and described the potential north, central and south alignments. Mr. Pruim discussed the need to include the proposed roadway in the Carlsbad Unified School District Environmental Impact Report (EIR). This roadway would eliminate approximately 200 student parking places. In response to Council, Mr. Freeman stated that, at this time, there is no good solution available for the roadway inclusion. City Council Workshop, December 17, 2008 3 Council Member Hall noted that this is a regional issue. He stated that both Vista and Oceanside will greatly benefit from this roadway and should be included in the project's process. Mr. Pruim noted that today's focus was to bring an awareness to Council of the potential impact of the road on the school site and to receive Council direction regarding the Carlsbad Unified School District EIR to be hear by their Board in January 2009. Discussion ensued regarding the priority of the project and the regional collaboration needed to address this roadway. Mr. Pruim emphasized that the goal is to find a compromise regarding the roadway and the school parking. Council unanimously concurred to keep the roadway in the City's circulation element. They also all agreed to work with SANDAG on use of unspent "Prop A- Highway Transnet" funds ($950,000). Council also unanimously agreed to request that Carlsbad Unified School District show the central alignment design on their plans in the EIR. There was no Council consensus on maintaining the roadway in TIP funding. Hall and Packard voted "No" Kulchin and Lewis voted "yes" with Council Member Blackburn requesting more information before his decision on this matter. City Manager Hildabrand stated that this legislation would return to a Regular Meeting for Council's consideration. At 12:01 p.m. Council took a brief recess for lunch and all Council Members returned at 12:15 p.m. to resume the Workshop. 3. Discussion of Council efficiency and effectiveness including impact of regional assignments with regard to contact with other Council members, decision and policymaking, serving the community and effective methods of feedback. (The Project/Strategic Goal Timelines of 12-16-08 are on file in the Office of the City Clerk.) There was no discussion on this item. 4. City Manager review of goal and major project tracking report and update discussion of Council goal setting process and discussion of capacity and effectiveness in the delivery of City processes and services. Council Members discussed the status of diagonal parking on Grand. Sandra Holder, Director of Community Development noted that the report on this item is not complete. She also discussed the plans for the sunset of the downtown Redevelopment Agency. She stated that the zones/districts used to define land use and the Design Review Board status would return to Council for consideration. In response to the Mayor, City Manager Hildabrand noted that the negotiations regarding the realignment of Carlsbad Boulevard are ongoing. Council Member Hall stated that the City should review and address increases in density at various locations throughout the City. He and Director Holder agreed that the State would be requiring a plan. City Council Workshop, December 17, 2008 4 Public Works Director Pruim stated that the dredging of the Rancho Carlsbad Channel is awaiting resource agency review. He also gave Council an update on the new water meter replacement strategy. In response to Council, City Manager Hildabrand verified that there is no regular patrol of the Lake Calavera open space. She noted that Police do respond to citizen calls regarding problems in the Lake vicinity. Director Sandra Holder gave an update on open space acquisition. Director Glenn Pruim gave an update on the La Costa Road diet. Director Jim Elliott discussed the proposed County Water Authority pipeline connection to desalination water lines. He noted that the Authority is considering this proposal, noting two Carlsbad locations for connection possibilities. 5. Discussion of feedback, communications or correspondence on issues for the good of the community, including directions to the City Manager or City Attorney, as appropriate, for the scheduling of items for future agendas, workshops or study sessions.
