HomeMy WebLinkAbout2009-01-27; City Council; Minutes (2)MINUTES JOINT MEETING OF: THE CITY OF CARLSBAD HOUSING AND REDEVELOPMENT COMMISSION, CITY COUNCIL AND MUNICIPAL WATER DISTRICT (Joint Special Meeting) DATE OF MEETING: January 27, 2009 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Chair/Mayor/President Lewis called the Joint Special Meeting to order at 6:33 p.m. ROLL CALL: Present: Commission/Council/Board Members Lewis, Kulchin, Hall, Packard and Blackburn. Absent: None. DEPARTMENTAL AND EXECUTIVE DIRECTOR REPORT: 7- AB #19.703 - PRESENTATION OF ECONOMIC OVERVIEW. Finance Director Lisa Irvine, Assistant Finance Director Kevin Branca and Economic Development and Real Estate Manager Cynthia Haas presented the staff report and reviewed a PowerPoint Presentation (on file in the Office of the City Clerk). Ms. Haas gave an overview of the following factors that are impacting the local economy: • Increased unemployment rate • Increased industrial real estate vacancies • Decreased consumer spending Ms. Irvine stated that development related revenues have decreased approximately 44% and that there has also been a decrease in the yield on the Treasurer's portfolio. She further explained that staff is projecting that the General Fund Revenue will be down approximately $4.6 million by the end of the fiscal year. Ms. Irvine stated that staff is proposing the following expenditure reductions for the General Fund for Fiscal Year 2008-09 to help offset the impacts of the current economic conditions: • Reduce maintenance in parks, parkways, fields, facilities, streets and streetlights • Reduce travel and training expenditures • Reduce potential management pay • Small reductions for Police and Fire • Implement a managed hiring freeze • Transfer $1 million from Council contingency to General Fund January 27, 2009 JOINT SPECIAL MEETING OF THE CARLSBAD HOUSING AND REDEVELOPMENT COMMISSION Page 2 CITY COUNCIL AND MUNICIPAL WATER DISTRICT In conclusion, Ms. Irvine explained that the proposed general fund operating budget expenditure reductions will result in approximately $5.3 million in General Fund savings. ACTION: AYES: NOES: ABSENT: ADJOURNMENT: On motion by Vice Chair/Mayor Pro Tern/Vice President Kulchin, the Commission/Council/Board adopted the following: The Commission adopted RESOLUTION NO.463. approving Operating Budget reductions for Fiscal Year 2008-09; and, The Council adopted RESOLUTION NO. 2009-019. approving Operating Budget reductions for Fiscal Year 2008-09 for the City of Carlsbad; and, The Board adopted RESOLUTION NO. 1347. approving Operating Budget reductions for Fiscal Year 2008-09.
