MINUTES
CALL TO ORDER: Mayor Lewis called the meeting to order at 11:05 a.m.

Kasey Cinciarelli discussed her concerns with the City's Housing Element, open space plans,
and trails and recreation projects in relation to open space.
2. Presentation and discussion of the feasibility and business plan for the Joint First
Responders Training Facility.
There was no discussion on this item.
3. Review, discussion and direction to staff regarding parking on Carlsbad Boulevard and
other locations throughout the City including time, place and manner of parking of
oversize, overweight or other large recreational vehicles.
City Engineer Bob Johnson gave an overview of this topic. (His power point presentation is on
file in the Office of the City Clerk). Mr. Johnson gave examples of how other cities manage
Recreational Vehicle parking.
Council Members concurred to direct staff to draft a Citywide ordinance that states that
vehicles of a proposed weight must adhere to the following criteria:
• These vehicles may be parked on a City Street for 72 hours only.
• If the vehicle is moved after the 72 hour period, the distance moved must be at least
one-half mile.
• The vehicle may not return to the original parking spot for at least 24 hours.
Council Members also concurred to hold a future workshop regarding the state owned parking
lot at Tamarack and the possibility of Recreational Vehicles parking at that locale once the
state begins charging fees for parking.
4. Discussion of Council efficiency and effectiveness including impact of regional
assignments with regard to contact with other Council members, decision and
policymaking, serving the community and effective methods of feedback.

5. City Manager review of goal and major project tracking report and update discussion of
Council goal setting process and discussion of capacity and effectiveness in the delivery
of City processes and services.

6. Discussion of feedback, communications or correspondence on issues for the good of
the community, including directions to the City Manager or City Attorney, as appropriate,
for the scheduling of items for future agendas, workshops or study sessions.
