MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: October 13, 2009
TIME OF MEETING: 3:00 p.m.
PLACE OF MEETING: 1200 Carlsbad Village Drive, Conference Room 3
CALL TO ORDER: Mayor Lewis called the Meeting to order at 3:00 p.m.
ROLL CALL was taken by the Deputy Clerk, as follows:
Present: Lewis, Kulchin, Hall and Packard and Blackburn.
Absent:
CLOSED SESSION:
1. GOVERNMENT CODE SECTION 54956.9(a). The City Council hold a closed session to
discuss pending litigation regarding City of Carlsbad v. Carlsbad Unified School District.
2. GOVERNMENT CODE SECTION 54957.6. The City Council hold a closed session to
discuss employee relations, salaries, salary schedules and compensation in the form of
fringe benefits of its employees represented by CPOA and CFA with designated staff as
labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human Resources
Director, Lisa Irvine, Finance Director, Kevin Branca, Assistant Finance Director, Debbie
Porter, Senior Management Analyst and Steven Berliner, Liebert Cassidy & Whitmore).
If circumstances necessitate the absence of a specified designated representative, an agent or
designee may participate in place of the absent representative so long as the name of the agent or
designee is announced at an open session held prior to the closed session.
The Council reconvened at 6:43 p.m. with five members present. Mayor Lewis announced that the
Council heard the information and instructed staff and the City Attorney regarding both items.
ADJOURNMENT:
By proper motion, the Special Meeting of October 13, 2009 was adjourned at 6:40 p.m.
