MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: November 3, 2009
TIME OF MEETING: 3:30 p.m.

CALL TO ORDER: Mayor Lewis called the Meeting to order at 3:30 p.m.
ROLL CALL was taken by the Deputy Clerk as follows:
Present: Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
1. GOVERNMENT CODE SECTION 54957.6. The City Council hold a closed
session to discuss employer-employee relations, salaries, salary schedules and
compensation in the form of fringe benefits of its employees represented by
CPOA and CFA with designated staff as labor negotiators (Cynthia Haas,
Deputy City Manager, Julie Clark, Human Resources Director, Lisa Irvine,
Finance Director, Kevin Branca, Assistant Finance Director, Debbie Porter,
Senior Management Analyst and Steven Berliner, Liebert CasskJy & Whitmore).
If circumstances necessitate the absence of a specified designated representative,
an agent or designee may participate in place of the absent representative so long
as the name of the agent or designee is announced at an open session held prior to
the closed session.
The Council reconvened at 5:40 p.m. with five members present. Mayor Lewis announced
that the Council heard the information and instructed staff and the City Attorney regarding
the item.
ADJOURNMENT:
By proper motion, the Special Meeting of November 3, 2009 was adjourned at 5:51 p.m.
