MEETING OF: CITY COUNCIL AND MUNICIPAL WATER DISTRICT
(Joint Special Meeting)

CALL TO ORDER: Mayor/President Lewis called the Meeting to order at 3:30 p.m.
ROLL CALL was taken by the Deputy Clerk/Deputy Secretary as follows:
Present: Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
1. GOVERNMENT CODE SECTION 54956.8. To hold a closed session to instruct
its negotiators (Glenn Pruim, Public Works Director, Mark Stone, Carlsbad
Municipal Water District General Manager and Keith Solar, Buchanan Ingersoll
and Rooney) regarding purchase, sale, exchange or lease of real property located
and generally identified as:
Property Owner: City of Carlsbad/Carlsbad Municipal Water District
Location: San Luis Rey Watershed, Oceanside
Negotiating Party: Dave Seymour for Rainbow Municipal Water District
If circumstances necessitate the absence of a specified designated representative, an agent
or designee may participate in place of the absent representative so long as the name of the
agent or designee is announced at an open session held prior to the closed session.
The Council/Board reconvened at 5:40 p.m. with five members present. Mayor/President Lewis
announced that the Council/Board heard the information and instructed staff and the City
Attorney regarding the item.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of November 3, 2009 was adjourned at 5:51 p.m.
