MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: JANUARY 26, 2010
TIME OF MEETING: 3:30 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive
CALL TO ORDER: Mayor Lewis called the Meeting to order at 3:30 p.m.
ROLL CALL was taken by the Deputy Clerk, as follows:
Present: Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
CLOSED SESSION:
1 GOVERNMENT CODE SECTION 54956.8. To hold a closed session to instruct its
negotiators (Cynthia Haas, Deputy City Manager, Debbie Fountain, Housing and
Redevelopment Director, John Coates, Parks and Recreation Director, John Cahill,
Municipal Projects Manager and Rob Houston, Management Analyst) regarding
purchase, sale, exchange or lease of real property located and generally identified as:
Property Owner: State of California (Parks) and
City of Carlsbad
Location: APN 210-090-07 and Public lands adjacent to Carlsbad Blvd.
from Manzano Drive to Batiquitos Lagoon
Negotiator: Ronnie Clark, State of California Parks Department.
2. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss
employer-employee relations, salaries, salary schedules and compensation in the form
of fringe benefits of its employees represented by CPOA and CFA with designated staff
as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human
Resources Director, Kevin Branca, Assistant Finance Director, Debbie Porter, Senior
Management Analyst and Steven Berliner, Liebert Cassidy & Whitmore).
3. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session to discuss Carlsbad
Energy Center LLC's application for Certification (AFC Docket No. 07-AFC-6) to the California
Energy Commission to develop a new thermal power plant at the existing Encina Power Station
in the City of Carlsbad.
The Council reconvened at 5:35 p.m. with five members present. Mayor Lewis announced that
Council heard the items and directed the City Attorney and staff on the matters.
ADJOURNMENT:
By proper motion, the Special Meeting of January 26, 2010 was adjourned at 5:40 p.m.
