MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: MARCH 9, 2010
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:30 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Lewis, Hall, Packard and Blackburn.
Absent: Kulchin.
CLOSED SESSION:
1. GOVERNMENT CODE SECTION 54956.9fa). To hold a closed session to discuss
pending litigation regarding Maria Hollander, et al. v. City of Carlsbad, et al, Case No. 37-
2009-00055646-CV-MN-NC.
2. GOVERNMENT CODE SECTION 54956.9(b)(1). To hold a closed session to discuss
significant exposure to litigation against the City of Carlsbad by Hillside Patio
Homeowners Association.
3. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss
employer-employee relations, salaries, salary schedules and compensation in the form
of fringe benefits of its employees represented by CPOA and CFA with designated staff
as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human
Resources Director, Kevin Branca, Assistant Finance Director, Debbie Porter, Senior
Management Analyst and Steven Berliner, Liebert Cassidy and Whitmore).
If circumstances necessitate the absence of a specified designated representative, an agent or
designee may participate in place of the absent representative so long as the name of the agent or
designee is announced at an open session held prior to the closed session.
The Council reconvened at 5:51 p.m. with four members present. Mayor Lewis announced heard
the information and directed the City Attorney and staff on the matters.
ADJOURNMENT:
By proper motion, the Special Meeting of March 9, 2010, was adjourned at 5:51 p.m.
