SPECIAL MEETING: CITY COUNCIL WORKSHOP

The Mayor called the Special Meeting to order at 11:00 a.m. with all Council Members present. The
following Council Members spoke on their regional assignments: Council Member Mark Packard
expressed concern regarding State agencies defining projects for Buena Vista Lagoon. In response to
Mr. Packard, staff clarified that the City's Parks and Recreation Department personnel are the Lagoon
liaisons.
Council Member Matt Hall asked that safety phone numbers (such as poison hotline, Police, Fire, etc.)
be placed in a prominent area of the City Website. He distributed SANDAG 2050 transit plans to the
Council and information regarding a train quiet zone demonstration in Del Mar (on file in the Office of
the City Manager). He also asked that the 2010-11 City Budget be presented to the Parks and
Recreation Commission. Council Member Hall and Mayor Pro Tern Kulchin asked that a Workshop and
Council meeting be scheduled to discuss, update and clarify Proposition C of the 2002 election.
At 11:10 a.m. Council Member Hall left the workshop citing a conflict in owning property in the vicinity
of the Oak Yard.
Interim Assistant City Manager Sandra Holder introduced the item for discussion: a vision for the Oak
Street Yard after city staff has vacated its premises. Neighborhood and Housing Services Director
Debbie Fountain introduced the team that has worked on a future vision and strategy for the Yard: from
Neighborhood and Housing Services Analysts Courtney Enriquez and Austin Silva, Arts Manager Peter
Gordon, Economic Development Analyst Karen Chen, and Parks and Recreation Manager Mark Steyaert.
(Ms. Fountain's presentation is on file in the Office of the City Clerk.) Ms. Fountain noted that the goal
of the team was to develop ideas for the Yard that enhances arts, culture, entertainment and activities.
Ms. Fountain discussed immediate, interim and long term strategies. City Manager Lisa Hildabrand
noted that it may take two to three years for staff to move off the Yard site.
Council concurred that staff could proceed with the project. They urged the team to reach out: the
community for input and keep in mind mixed demographics for the Yard's use.
At 11:50 a.m. the Mayor and Council Members Kulchin, Packard and Blackburn (Hall still absent) took a
short recess. At 11:55 a.m. the Mayor and all Council Members returned to the workshop.

The topic of train double tracking was introduced by Director of Transportation Skip Hamman. (All
presentations are on file in the Office of the City Clerk.) The presentation was delivered by Amtrack's
representative John Escherbach and North County Transportation District representative Brett Rekola.
Mr. Escherbach gave a history of railroad tracking in Carlsbad. He noted that a second bridge over Agua
Hedionda is proposed and noted that $157,625 is the estimated portion of the City's responsibility.
In response to Council, Mr. Escherbach estimated that construction work will begin in mid-June 2010.
Mr. Rekola further explained that although "quiet zones" are not being constructed, conduits will be
installed in anticipation of future "quiet zones". Mr. Rekola stated that he did not know of any
Assessment Districts being formed for "quiet zones".
The Mayor adjourned the meeting at 12:35 p.m.
