HomeMy WebLinkAbout2010-05-25; City Council; MinutesMINUTES MEETING OF: CITY COUNCIL (Special Meeting) DATE OF MEETING: May 25, 2010 TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Mayor Lewis called the Meeting to order at 5:01 p.m. ROLL CALL was taken by the Deputy Clerk, as follows: Present: Lewis, Kulchin, Hall, Packard and Blackburn. Absent: None. CLOSED SESSION: 1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer- employee relations, salaries, salary scheduled and compensation in the form of fringe benefits of its employees represented by CPOA with designated staff as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human Resources Director, Kevin Branca, Assistant Finance Director, Debbie Porter, Senior Management Analyst and Steven Berliner, Liebert, Cassidy & Whitmore). If circumstances necessitate the absence of a specified designated representative, an agent or designee may participate in place of the absent representative so long as the name of the agent or designee is announced at an open session held prior to the closed session. The Council reconvened at 5:48 p.m. with five members present. Mayor Lewis announced that Council and the Carlsbad Police Officers Association had reached a tentative agreement. He further announced that the agreement includes phasing in compensation changes over the next three years, including association members paying the full amount of their employee pension contributions after the second year of the contract. Mayor Lewis further added that both parties were unable to reach agreement on retirement benefits for future Carlsbad Police Officer Association members, and as a result, the Council would be moving forward to create a two-tier retirement system with the same terms as the Carlsbad Firefighters Association. Mayor Lewis stated that the Council's goal with labor negotiations is to recognize the significant contributions of its employees while responsibly managing taxpayer money. Mayor Lewis said he felt these goals were achieved, and the negotiations had concluded in a manner that is in the best interest of the community. Mayor Lewis said the actions would be placed on a future City Council agenda. ADJOURNMENT: By proper motion, the Special Meeting of May 25, 2010, was adjourned at 5:50 p.m. Frei^ijiger Deputy Clerk
