HomeMy WebLinkAbout2010-06-15; City Council; MinutesMINUTES SPECIAL MEETING: CITY COUNCIL WORKSHOP DATE: JUNE 15, 2010 TIME: 11:00 AM PLACE: ROOM 173A 1635 FARADAY The Mayor called the Special Meeting to order at 11:05 a.m. with all Council Members present. Council gave no updates on their regional roles and assignments. There was no public comment. Transportation Director Skip Hammann introduced the item for discussion. Senior Regional Planner Heather Werdick, of SANDAG, gave a presentation to Council (PowerPoint on file in the Office of the City Clerk) regarding the SANDAG 2050 Regional Transportation Plan. She reviewed the 2050 RTP goals. In addition, she reviewed the key provisions of SB 375, including the requirements that RTP targets be met in 2020 and again in 2035. Ms. Werdick then reviewed initial transit concepts and reviewed maps showing initial 2050 unconstrained transit and highway networks. In closing, she presented 2050 RTP transportation network scenarios, process and projected timeline. In response to inquiry from Mayor Pro-Tern Kulchin, Ms. Werdick explained the issues in which Mexico is involved with SANDAG, including coordination of transportation improvements along the border. In response to inquiry from Council Member Packard, Ms. Werdick described the ratios for the distribution of transportation funding as follows: 1/3 for transit; 1/3 for highways; and 1/3 for local roadways. She also explained that federal funds that are received are mode specific, i.e. designated and restricted to specific types of projects. In response to inquiry from Mayor Lewis, Ms. Werdick stated that the 2050 RTP plan do not include a third north-south freeway connection. Also in response to inquiry from Mayor Lewis, Senior Regional Planner Susan Baldwin stated that the population and housing estimates project that future increases will occur in the western third of the county near current and future transportation corridors. Council Member Hall added that the Regional Plan is balanced and the density and infrastructure estimates were based on the general plans for all of the cities in San Diego County. Ms. Baldwin confirmed that the density projections in the Plan were based on local general plans. Following discussion, Council thanked the SANDAG representatives for the presentation, and Mayor Lewis called a recess at 11:50 pm. The workshop was reconvened at 12:10 pm. Pagel City Council Workshop June 15, 2010 City Traffic Engineer Bob Johnson gave a presentation (Power Point on file in the Office of the City Clerk) regarding options for RV Parking regulations. He reviewed RV parking issues, both citywide and in the beach areas. He also reviewed the history of the matter, including discussions at previous workshops, and strategies used by other cities, such as permit programs or requiring vehicles to be moved further for longer time periods. He noted that the current ordinance, which requires RV's to move only 0.1 mile minimum after 72 hours is difficult for the police department to enforce. In response to inquiry from Council Member Packard, regarding other cities' experience with permits, Mr. Johnson noted that some have been successful, though in others, the problems have simply been moved to other locations. In response to inquiry from Council Member Blackburn, Mr. Johnson explained that the RV parking problems occur most frequently on certain streets located at or near the beach. In response to inquiry from Mayor Lewis, Mr. Johnson confirmed that Oceanside does not allow RV parking on city streets, and has very strict parking regulations in the Harbor area. Following discussion regarding regulating certain types of vehicles, Assistant City Attorney Paul Edmonson explained that restrictions could be placed on vehicle height, but not vehicle type. Deputy City Attorney Ron Kemp concurred with Mr. Edmonson's comments noting that his research on the matter has shown that restrictions should not be based on classes of vehicles, and that notice must be given to those that will be affected by the changes. Police Chief Morrison and Lieutenant Reno addressed the Council and discussed some of the enforcement issues associated with the current ordinance. Both concurred that regulations that require measuring of distances are most difficult to enforce and that changes which would simplify enforcement would be welcome. In response to council inquiry, Deputy City Attorney Kemp stated that if a citywide permit program option was selected for RV's, staff would need to further research the matter including such things as signage requirements, fees, and mechanisms for issuing and monitoring permits. Mr. Johnson reviewed several options for dealing with RV parking issues citywide: 1.) Do nothing; 2.) Establish a permit parking program; and 3.) Prohibit RV parking on specific streets. Mayor Lewis, Mayor Pro-Tern Kulchin, Council Member Packard and Council Member Blackburn agreed that they would like additional information on the matter. Council Member Hall expressed concerns about requiring residents to obtain and pay for permits for short term parking of RV's in front of their homes. City Manager Hildabrand stated that staff would further research this matter and return it to Council for consideration. Transportation Engineer Bob Johnson continued with the report regarding parking issues along Carlsbad Boulevard (PowerPoint on file in the City Clerk's Office). He reported on outreach programs that 2 City Council Workshop June 15, 2010 included a public meeting on April 8, 2010, and a survey that was emailed and mailed to RV owners. He explained that no citizens attended the workshop, however the received a 21% response to the survey. He noted that the majority of the responses did not support new restrictions on beach parking. Mr. Johnson reviewed the following options for Carlsbad Boulevard RV Parking: 1.) Do nothing; 2.) Set time limit; 3.) Stripe parking spaces, 22 ft; 4.) Restrict parking from Memorial Day to Labor Day; and 5.) Set specific RV parking area in front of Encina plant. Following discussion, Council expressed support for the following options: Mayor Lewis - Staff recommendation - Option 1 Do nothing. Mayor Pro tern Kulchin -Concurred with Council Member Blackburn's recommendation. Council Member Hall - Concurred with Council Member Blackburn's recommendation. Council Member Packard - Option 4 - Restrict RV parking from Memorial Day to Labor Day. Council Member Blackburn - Allow RV parking on Carlsbad Boulevard south of Tamarack Avenue. Implement striping on Carlsbad Boulevard north of Tamarack Avenue and limit vehicle size to cars only. It was agreed that staff would further research this matter and return to Council for consideration. City Manager Hildabrand distributed the goal and major project tracking report to Council for their review.
