MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: November 30, 2010

CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:00 p.m.
ROLL CALL was taken by the Deputy Clerk, as follows:
Present: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
CONSENT CALENDAR:
ACTION: On a motion by Mayor Pro Tem Kulchin, Council affirmed the
action of Consent Calendar, Items #1 and # 2 as follows:
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at this
Meeting.
1. AB #20.404 -ACCEPTANCE OF DONATION.
Council adopted RESOLUTION NO. 2010-258. accepting a donation from Linda
Sarnowsky, directing an appropriate letter of thanks and authorizing the
appropriation of said donation.
2. AB #20.405 -ACCEPTANCE OF DONATION.
Council adopted RESOLUTION NO. 2010-259. accepting a cash donation from
Holly Zanville in support of the Carlsbad Senior Center.
PUBLIC COMMENT:
Walt Meier of Carlsbad came forward to address Council. Mr. Meier stated he was
concerned about construction costs for Alga Norte Park and asked Council to build only
the swim complex portion of the park.

PUBLIC HEARINGS:
3. AB #20.406 - LA COSTA OAKS 3.4 AND 3.5.
Associate Planner Shelly Gannon gave the staff report and Power Point presentation
(on file in the Office of the City Clerk).
Jack Henthorn, representing Pulte Home Corporation, gave Council an overview of the
project.
Mayor Lewis opened the duly noticed Public Hearing at 6:15 p.m.
Seeing no one wishing to speak, Mayor Lewis closed the Public hearing at 6:15 p.m.
ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted
RESOLUTION NO. 2010-260. approving a Planned Development
Permit Amendment (PUD 05-13(A)) for building floor plans,
elevations and plotting for the development of 83 single-family
detached homes within the Villages of La Costa Oaks North,
Neighborhoods 3.4 and 3.5, west of Rancho Santa Fe Road, south
of Melrose Drive and north of Cadencia Street.
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
4. AB #20.407 - LA COSTA OAKS 3.1.
Senior Planner Van Lynch gave the staff report and Power Point presentation (on file in
the Office of the City Clerk).
Jack Henthorn, representing Standard Pacific, gave Council an overview of the project.
Mayor Lewis opened the duly noticed Public Hearing at 6:27 p.m.
Walt Meier of Carlsbad asked if those interested in purchasing homes were able to
choose which a specific style of architecture.
Mr. Henthorn explained that the development architecture is pre-plotted and buyers
have choices on a style of home based on the lot chosen.
Mayor Lewis closed the Public Hearing at 6:29 p.m.

ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted
RESOLUTION NO. 2010-261. approving a Planned Development

elevations and plotting for the development of 80 single-family
detached homes within the Villages of La Costa Oaks North,
Neighborhood 3.1, west of Rancho Santa Fe Road, south of
Melrose Drive and north of Cadencia Street.
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
5. AB #20.408 - CARLSBAD MUNICIPAL GOLF COURSE MAPPING.
Senior Planner Christer Westman gave the staff report and Power Point presentation
(on file in the Office of the City Clerk).
Mayor Lewis opened the duly noticed Public Hearing at 6:40 p.m.
Seeing no one wishing to speak, Mayor Lewis closed the Public hearing at 6:40 p.m.
City Attorney Ron Ball titled the Ordinances.
ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted
RESOLUTION NO. 2010-262. and introduced ORDINANCE NOS.
CS-113 and CS-114, approving a General Plan Amendment (GPA
09-06) to change the Planned Industrial and Open Space land use
designations to a combination district of Planned Industrial/Office
and Open Space; a Zone Change (ZC 09-07) to change the
Planned Industrial and Open Space zoning designations to a
combination zone of Planned Industrial/Office and Open Space; a
Local Coastal Program Amendment (LCPA 09-06) to amend the
Local Coastal Program Land Use and Zoning Maps to be
consistent with the General Plan and Zoning Maps; a Specific Plan
Amendment to SP 181 to remove all of Phase three from the
Specific Plan and a repeal of Specific Plan 199 on property north of
Palomar Airport Road, east and west of College Boulevard, and
south of Faraday Avenue.
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
6. AB #20.409 - CONTINUATION OF APPEAL OF PLANNING COMMISSION
APPROVAL OF EL FUERTE TENTATIVE MAP AND RELATED APPROVALS.
Council concurred to continue this item to the City Council Meeting of January 11, 2011.

ADJOURNMENT TO THE SPECIAL MEETING OF THE CARLSBAD PUBLIC
FINANCING AUTHORITY
Mayor Lewis adjourned to the Special Meeting of the Carlsbad Public Financing Authority at
6:41 p.m. with five Council Members present.
RECONVENE CITY COUNCIL MEETING
Mayor Lewis adjourned the Special Meeting of the Public Financing Authority and
reconvened the City Council Meeting at 7:12 p.m. with five Council Members present.
DEPARTMENTAL AND CITY MANAGER REPORT:
8. AB #20.411 - GENERAL FUND RESERVE POLICY.
Finance Director Chuck McBride gave the staff report, stating that staff felt the policy
did not need to be revised at this time and required only a minor amendment.
ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted
RESOLUTION NO. 2010-264. approving the amendment
eliminating the following section: "and the reserve could be
established from the existing undesignated and unreserved
General Fund balance", to City Council Policy 74, General Fund
Reserve.
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
COUNCIL REPORTS AND COMMENTS:
Mayor Lewis and Council Members reported on activities and meetings of some
committees and sub-committees of which they are members.
CITY MANAGER COMMENTS: None.
CITY ATTORNEY COMMENTS: None.
ANNOUNCEMENTS:
