MEETING OF: CITY COUNCIL (Regular Meeting)
DATE OF MEETING: December 7, 2010

CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:00 p.m.
ROLL CALL was taken by the Assistant City Clerk, as follows:
Present: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
LEGISLATIVE INVOCATION:
Pastor Dwayne Edwards of Las Flores Church of the Nazarene gave the legislative
invocation.
PLEDGE OF ALLEGIANCE:
Council Member Hall led the pledge of allegiance.
PRESENTATIONS:
Arts Manager Peter Gordon thanked the Carlsbad Library and Arts Foundation and Mrs.
Graciela Casada for their donations in support of the William D. Cannon's Three-Part-
Art education program.
Presentation to Mayor Lewis from Bill Lignante. (This item was moved to the end of the
Council meeting.)
CONSENT CALENDAR:
ACTION: On a motion by Mayor Pro Tem Kulchin, Council affirmed the
action of the Consent Calendar, Items #1 through #4 as follows:
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at this
Meeting.

1. AB #20.410 - ACCEPTANCE OF DONATION.
Council adopted RESOLUTION NO. 2010-263. accepting a donation from the
Carlsbad Library and Arts Foundation in support of the William D. Cannon Art
Gallery's Three-Part-Art education program.
2. AB #20.412 - ACCEPTANCE OF DONATION.
Council adopted RESOLUTION NO. 2010-265. accepting a donation from Mrs.
Graciela Quesada for the William D. Cannon Art Gallery's Three-Part-Art
education program.
3. AB #20.413 -AUTHORIZATION TO APPLY FOR A GRANT FROM THE SAN
DIEGO WOMEN'S FOUNDATION.
Council adopted RESOLUTION NO. 2010-266. authorizing the Carlsbad Cultural
Arts Office to apply for a grant from the San Diego Women's Foundation for the
2011-12 Arts and Culture Grants program; and, authorizing the appropriation of
any received grant funds.
4. AB #20.414 -ANNUAL FINANCIAL REPORT ON CAPITAL FUNDS AND SPECIAL
TAXES.
Council adopted RESOLUTION NO. 2010-267. accepting the report on capital
funds and special taxes pursuant to California Government Code Sections
50075 and 66001.
ORDINANCES FOR ADOPTION:
5. AB #20.415 - CARLSBAD MUNICIPAL GOLF COURSE MAPPING.
City Attorney Ron Ball titled the Ordinances.
ACTION: On a motion by Mayor Pro Tem Kulchin, Council adopted
ORDINANCE NO. CS-113. amending Section 21.05.030 of the
Carlsbad Municipal Code by an amendment to the Zoning Map to
grant a zone changed, ZC 09-07 from Planned Industrial and Open
Space to Planned Industrial/Office and Open Space, on property
generally located north of Palomar Airport Road, east and west of
College Boulevard, and south of Faraday Avenue within the
boundaries of the Carlsbad Municipal Golf Course, in Local
Facilities Management Zones 5 and 8; and,
Adopted ORDINANCE NO. CS-114. adopting Specific Plan
amendment SP 181(G), and repealing SP 199(B) on property
generally located north of Palomar Airport Road, east and west of
College Boulevard, and south of Faraday Avenue within the
boundaries of the Carlsbad Municipal Golf Course, in Local
Facilities Management Zones 5 and 8.
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.

PUBLIC COMMENT:
Walt Meier of Carlsbad came forward and thanked Mayor Lewis for his years of service
to the City.
Policewatch.org came forward and wished the Mayor the best in his retirement.
PRESENTATIONS:
Bill Lignante came forward and presented Mayor Lewis with a drawing in honor of the
Mayor's retirement from the City.
Gary Lewis, Mayor Lewis' son, came forward and acknowledged his father and his
father's service to the City.
Council Members Kulchin, Hall, Packard and Blackburn paid tribute to the Mayor and
presented him with a retirement gift.
