MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: March 8, 2011
TIME OF MEETING: 3:15 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive
CALL TO ORDER: Mayor Hall called the Meeting to order at 3:15 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
CLOSED SESSION:
Council adjourned into Closed Session at 3:15 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. Conference with Labor Negotiators.
The City Council, by motion, authorize a closed session to discuss employer-employee
relations, salaries, salary schedules and compensation in the form of fringe benefits of
its employees represented by CCEA and CFA with designated staff as labor
negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human Resources
Director, Chuck McBride, Finance Director, Cherri Abbott, Human Resources
Manager, Debbie Porter, Senior Management Analyst, Rebecca Melillo, Management
Analyst, Cheryl Gerhardt, Human Resources Department, and Steven Berliner, Liebert
Cassidy & Whitmore). If circumstances necessitate the absence of a specified
designated representative, an agent or designee may participate in place of the absent
representative so long as the name of the agent or designee is announced at an open
session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.9(a).
The City Council, by motion, authorize a closed session to discuss pending litigation as
follows:

3. GOVERNMENT CODE SECTION 54956.8.
The City Council, by motion, authorize a closed session to instruct its negotiators (Joe
Garuba, Municipal Property Manager) regarding purchase, sale, exchange or lease of real
property located and generally identified as:
Property Owners: City of Carlsbad
APN: 156-164-20 AND 156-190-62
Tenant / Negotiating Party: Leocadio Cruz Ramos
If circumstances necessitate the absence of a specified designated representative, an agent
or designee may participate in place of the absent representative so long as the name of the
agent or designee is announced at an open session held prior to the closed session.
The Council reconvened at 5:26 p.m. with five members present. Mayor Hall announced that
Council heard the items and directed the City Attorney and staff on the matters.
ADJOURNMENT:
By proper motion, the Special Meeting of March 8, 2011 was adjourned at 5:28 p.m.
